We are planning to invite prominent outside lecturers who are active in various fields, etc., both in Japan and abroad, to give the President's Invitational Lecture to arouse new interests and broaden the perspectives of students. We are sure you will hear interesting talks and stories that will broaden your future horizons. Faculty and staff are also invited to attend if they are interested and time permits.
The lecture for the 4th Exchange Seminar will be held on the following date. Dr. Satoshi Hikita is a director of NPO Bicycle Utilization Promotion Group. He will talk about the benefits of evacuation by bicycle in the event of a tsunami and other topics of interest. Please come and join us.

題目：津波から自転車で避難する効用、日本と海外の事例をもとに考える
要旨： 我が国喫緊の課題である南海トラフ巨大地震に伴う津波からの避難に、自転車，中でも電動アシスト自転車の有効性を検討する。検証方法としてマルチエージェントシミュレーション（MAS）を用い宮崎県日南市の油津地区をモデルとした。MASの結果，自転車による避難は，電動アシストの有無によらず避難者自身が助かる可能性を高めること，渋滞が軽減されることによりクルマの避難完了率も向上する可能性があるという結果が得られた。また電動アシスト率が高いほど避難完了時間が短くなることが分かった。電動アシスト自転車のみならず通常の自転車も避難に有効であるという結果は，国や自治体の津波避難計画において，徒歩とクルマだけではなく自転車を想定することが有益である可能性を示唆している。

Title：The
Effectiveness of Evacuation from Tsunami by Bicycle, Based on Japanese and
Foreign Cases
Abstract：This
study examines the effectiveness of bicycles, especially electrically power
assisted bicycles, for evacuation from tsunamis caused by the Nankai Trough
Earthquake, which is a pressing issue in Japan. The results of MAS showed that
evacuation by bicycle, with or without electric bicycles, increases the
possibility that the evacuees themselves will be saved, and that the completion
rate of evacuation by car may also increase due to the reduction of traffic
congestion. The higher the rate of electric power assist, the more likely the
evacuees were to be saved. The higher the rate of electric bicycles, the
shorter the time required to complete the evacuation. This result suggests that
not only electric bicycles but also regular bicycles are effective for
evacuation, and that it may be beneficial for national and local governments to
include bicycles in tsunami evacuation plans in addition to walking and cars.
