Section I: Purpose *
Every bill must include a Purpose; a sentence or two describing what your bill is supposed to accomplish.
Section II: Definitions *
Definitions are for any terms that need to be specified in this bill. Even if a term is very common, a definition can narrow the scope of your bill and clarify misconceptions.
Section III: Content *
The content section is a necessity; it is the "action" part of a bill. Without a content section, a bill is virtually null and will not do anything. It can also include sections on regulation, enforcement, mandates, distributions, or anything that needs to be in the bill.
Section IV: Costs *
Costs should be estimated by doing research on the procedure and include costs of implementation, technology, resources, and enforcement. Bills with not costs should say “No funds are required for the implementation of this legislation”
Section V: Penalties *
Even if a bill does not need funding or financing and/or have penalties it should be stated: "This bill will not require funding/financing or will have no penalties."
Section VI: Effective Date *
Consider the effective date carefully.  If, for example a Bill imposes new duties on a governmental agency, considerations should be given to postponing the effective date of the act to allow the affected agency sufficient time in preparation of the new duties, i.e. this bill shall go into effect on September l, 2016, following passage as law.)
