All NCOs and officers who mobilize get evaluated
Command Sergeants Major serve as intermediate raters for first sergeants, between company and battalion commanders.
Intermediate raters are generally only for evaluations of officers in specialty branches.
New 2LTs get an OER before reporting to BOLC if they already reported to their duty station.
Any officer above the rank of CPT can at as "both rater and senior rater" if the actual rating chain is unavailable.
Newly commissioned officers get their first OER after completing BOLC, but it is backdated to their commissioning date with the time before BOLC as "non rated".
