Contingency Planning Questionnaire for Customized Programs

Customized Programs in Education Abroad are required to submit detailed contingency plans that provide emergency planning and academic continuity, if one, any, or all members of the student and faculty group are subject to quarantine, isolation, or are otherwise unable to fully participate in the program in person, while abroad. Program leaders should submit one form on behalf of each program, by December 15, 2022. 

Please note that submissions of this form may be reviewed by the Education Abroad staff and leadership, and that the Global Safety Office may be consulted on specific details. If your program location is considered restricted travel, a summary of information will be sent to the International Restricted Travel Committee (IRTC), the Vice Provost for Penn State Global and the Provost. Program viability decisions may be determined based on your contingency plans.

Penn State Global strongly recommends limiting travel outside of your main host city, but if out-of-city travel is essential and is included in your itinerary, you must address this question with each city in mind. There are additional logistical risks and complications with excessive program travel. Please acknowledge you understand these risks and will answer all the questions for each location of your itinerary.

What are the current isolation/quarantine requirements  for travelers that test positive for COVID-19 while abroad?  Please include the number of required days in isolation, any specific locations for quarantine, exit testing, and any region-specific details.
Please indicate that EVERY city/town/location that your program plans an overnight stay, travelers will have access to at least one clinic/hospital/testing site that provides on-demand testing for symptomatic and asymptomatic individuals, including foreign nationals.  We recommend checking the website of the US Embassy in your host country as well as the national ministry of health (or equivalent) and state/local health department (or equivalent) for your destinations. *
Have you confirmed that if you are planning to travel to other cities as part of your itinerary, you will be able to remain in this city beyond the expected return date should a participant test positive?

For each city/town/location that your program plans an overnight stay, please acknowledge that there are food delivery services, restaurants, or grocery stores that could deliver meals and essential goods, meeting a variety of dietary restrictions, that leaders or students might have. *
Please acknowledge that there is at least one pharmacy, in each location of your itinerary, that delivers medication and health items to the program leader and student housing.  If none are available, please note that.  *
If one of your program leaders was unable to enter the country or had to quarantine because of a positive COVID-19 test or possible exposure, please describe where that person would quarantine (in destination country) and how you would ensure that the program leader's support needs were met (such as groceries, meal delivery, medication delivery, laundry) in addition to the other leader continuing to lead the program. *
If one or more students had to quarantine because of a positive COVID-19 test or possible exposure, please acknowledge that the student would have quarantine accomadations (in destination country) and that you would ensure that the students' support needs were met (such as groceries, meal delivery, medication delivery, laundry) in addition to continuing to lead the program. *
If both program leaders were ill or under quarantine, what local contacts could help support the students?  Examples of duties would include ensuring students are safe and healthy or accompanying the group on cultural visits.  Please provide names, titles, contact information.  If you don't have any reliable local contacts please make note of that. Additionally, please indicate if you have other faculty from your department that could travel to support the program and students onsite?  NOTE that if both leaders are under quarantine, any out-of-city travel planned for the group must be cancelled, and all students must remain in the city where the leaders are quarantined. *
Please describe program leader housing arrangements, whether private bathroom facilities are included, cleaning procedures, if provided. Please note, we recommend program leaders have separate hotel rooms or apartments - no program leaders sharing accommodations. The only exception would be for program leaders who are already considered a "household unit" prior to arrival in country. *
Please describe student housing arrangements, including # of bedrooms, whether private bathroom facilities are included, cleaning procedures, if provided. We recommend 2 students per room and under no circumstances permitted to share a bed.  *
What is your communication plan for being able to contact all students quickly and efficiently during both the pre-departure phase and while abroad? *
In the event that a program leader or student requires medical treatment, how will the leaders ensure that the student/leader is supported during examination and treatment, considering that the leader may not be able to enter the clinic/hospital to support the student or act as translator?  Please make special note if local language spoken is not typically English - how will leader or student receive translation services during a time when clinic/hospital staffing is stretched and translation services may not be available? *
If one or more students are under quarantine or medical care that prevents them from departing (either a specific itinerary location or at the program end), at least one program leader is required to remain in country until the student is cleared to depart the destination.  Please acknowledge and agree. *
All program leaders must have a functioning cell phone that is not reliant on WiFi (i.e., connected to local network or international roaming).  Please acknowledge that all leaders will meet this requirement. *
Please describe your plan for continuing with instruction in the unlikely event that the program leaders were unable to teach.  An example may include pre-loading certain content into Canvas so students could "work ahead" if live instruction ceases temporarily.
If any member(s) of your group are unable to meet for non-classroom based activities such as fieldwork, group tours, cultural visits, etc., please describe a "back-up option" based on itinerary.  For example, week 1 museum tour moves to online tour; week 2 business visit becomes a Zoom visit.
Please copy and paste a detailed program itinerary that includes each day's activities, addresses for any proposed site visits, addresses for any lodging/accomadations, and a description of any transportation utilized that day (i.e., public metro/bus, private charter bus with company name).  If easier, you can email an itinerary attachment to EAcustomized@psu.edu and then just write "email" below. *
