The Cannabis Reform Act (Ch. 254/255 of the Acts of 2023), authorizes the Maryland Cannabis Administration (MCA) to award cannabis business licenses. Pursuant to statute, the first round of licensing is limited to social equity applicants. Only verified social equity applicants may apply for a standard or micro grower, processor, or dispensary license in the first round. Individuals may verify their eligibility as a social equity applicant through the social equity applicant verification process.

An individual must answer each question correctly in order to obtain a personalized link to the Social Equity Verification Portal. To view your score at the end of the assessment, select the yellow 'View score' button within the form after you've submitted your responses or within the email you'll receive immediately following your submission. An individual may take the assessment as many times as needed to get a perfect score. MCA is requiring the completion of this form and assessment to ensure that each potential applicant understands the steps of the application process. Please read all questions thoroughly.
