The mission of the New York City Council Black, Latino and Asian Caucus (BLAC) is to protect, advocate for and empower the city’s more than five million New Yorkers of color, and thus all New Yorkers, through its utilization of the legislative, oversight, and budgetary powers of the Council.
BLAC does not have its own discretionary expense funding to allocate as it sees fit. Therefore, the Caucus prioritizes for designation a select number of eligible non-profit organizations serving the needs of the city's communities of color to receive such funding via the Council Speaker, thus ensuring the interests of these New Yorkers are met in each adopted fiscal year budget.
