Survey on counselling services for citizens struggling with energy vulnerability
Energy poverty – a situation where a household cannot meet its domestic energy needs – is a topic that presents a real problem for municipalities in several EU countries, while it has been a not much known topic in others. Alleviating energy poverty is a key precondition for achieving just transitions towards sustainability, and thus energy poverty/vulnerability gaining increasing attention as part of EU-wide and individual member states’ climate ambitions, such as the European Green New Deal.

Climate Alliance is supporting the scalability study of the ASSIST Model - an established and tested model for all entities providing an Integrated Contact Point (ICP = a home energy advisor or a group of advisors) to citizens facing energy vulnerability issues. The ICP network would consist of existing advisory services (such as the Stromsparcheck in Germany or the RAPPEL Network in France) by training (blended learning solutions) personnel / advisors coming from different working sectors (such as social services, energy efficiency advisors, independent support NGOS)  on energy poverty related topics. The Model foresees setting up and supporting a network of trained counsellors who provide advice and support to energy poor/vulnerable people.
