With respect to the proposed constitutional changes

Changing Treasurer and Secretary appointment to a 3-year term.  Many similar organizations have a Treasurer and Secretary appointed for 3 years or more. We propose to return to this term length. For the Treasurer, this is especially important because changing the fiscal signing responsibility for our accounts is difficult, time-consuming, and needs to be done in person with both the past and incoming Treasurer. For both the Treasurer and the Secretary, there is a significant learning curve that is time-consuming. Previously, we shortened the active terms of these positions because the secretary has significant responsibilities. We have now distributed some of these duties among the Executive Board (i.e. communicating with the membership) and the committees to lessen the Secretary's workload. A three-year period will also align the Treasurer and Secretary terms with those of our committees, allowing a simplified election schedule. 
If an officer is unable to perform their duties. We have added a section about what happens if an officer is unable to perform their duties. This section recognizes that the duties of the officers may need to be redistributed among the Executive Board as needed. Previously, such redistribution occurred informally, but was not constitutional.
Quorum for electronic voting. The Executive Committee has discussed this in detail and considered what percentage of the membership has voted electronically in the past on officer elections (about 40% of eligible members). We have also considered the average voting involvement level of members on constitutional amendments and new initiatives (which previously were only in person). We therefore suggest a 15% quorum. However, we are open to other percentages and look forward to your feedback.
