As part of the budget process, the congregation must approve changes in the terms of call (terms) for its Minister of the Word and Sacrament (MoWS). The session should review and approve the terms of contract for Ruling Elders Commissioned to a Pastoral Service (CRE). The Commission on Ministry (COM) has prepared this information and report form to assist you.
The reports are due to the Presbytery by March 15, 2024.
NOTE: All CRE contracts expire December 31, 2022 and shall be reviewed and renewed on an annual basis.
2024 Minimum Terms of Call
Salary/Housing:
- Without a Manse - $63,557 (Full-Time) May be prorated for part-time
- With a Manse - $48,825 (Full-Time) May be prorated for part-time
Medical Dues*:
- 29% of effective salary: $
11,500 minimum; $33,500 maximum
Pension, Death, & Disability Dues*:
- Pensions 8.5%, Death & Disability 1%, Temporary Disability 0.5% (of effective salary)
*Medical and pension dues (usually totalling 39% of effective salary, but subject to the medical dues minimum) are required for ministers serving congregations. MUST use "Employer Agreements" at
www.pensions.org to determine amount.
Study Leave:
Vacation:
- 4 weeks annually (ordained 0-14 years)
- 5 weeks annually (ordained 15-24 years)
- 6 weeks annually (25+ years)
Continuing Education:
Travel Expenses:
- Mileage vouchered at the current IRS rate $0.67/mile in 2024

Family Medical Leave:
- 12 weeks annually - A minimum of 12 weeks paid family medical leave must be included in all MoWS terms of call per G-2.0804. This includes items that had previously been addressed in Winnebago through Sick Leave and Parental Leave policies.
Sabbatical Leave:
- Eligible for 3 months after 5 years of continuous service to the congregation
