Diplomatic Relations Application
Nations are obligated to meet the criteria of the Declarative Theory on Statehood - 1. Have a permanent population, 2. Have a defined territory, 3. A government, and 4. The ability to conduct foreign relations. Nations that do not meet these criterion will not be considered for foreign relations.
Note: a permanent population must be located within a defined territory full-time.
