Survey on the “Shrinking civic, democratic, and civil society space” to develop a concept note for the European Commission

GNDR seeks to apply for funding to address “Shrinking civic, democratic and civil society space” to ensure that we continue to strengthen the resilience of people most at risk and prevent hazards from becoming disasters.  

This scoping survey will help GNDR to develop a concept note based on member’s perspectives for the European Commission’s Call for Proposals on “Shrinking civic, democratic, and civil society space.”

By completing this scoping survey, you will bring a vital contribution to the design process. However, completion is not an application for involvement in the project. If there is scope for partners to be more directly involved in the project, and possibly part of the implementation, then we will make a separate call and complete a selection process – as per our due diligence policy.

Shrinking civic, democratic and civil society space refers to situations whereby citizens are increasingly less able (or unable) to organise, participate and communicate in social or democratic systems; unable to claim their human rights, or see them being rolled back, nor able to influence the political structures that should be protecting them; and/or less able (or unable) to freely express their views and opinions. Indicators of shrinking civic, democratic and civil society space include, but are not limited to, the following examples:

National and local duty bearers not protecting rights, nor listening to or acting to address injustices
A decrease in a person or community’s freedom of expression
A lack of inclusiveness or tolerance to all members of society
Harassment or imprisonment for those who speak up for change
A lack of participatory and transparent decision making

Changing the trend of shrinking civic, democratic and civil society space around the world is a priority for GNDR. Without it, our members are unable to work with local and national governments to turn policy into practice and effectively bring the voices of communities at risk to their attention. Thus, it is critical for GNDR to continue building and strengthening advocacy, learning, and local action to achieve risk-informed development and a world where everyone works together to strengthen the resilience of people.
