Call for International Action against Fukushima Daiichi Radioactive Water Dumping in the Pacific

To Social and Environmental Activists Worldwide,

The Korean coalition, Peoples' Action to Stop Dumping of Fukushima Daiichi Radioactive Water, would like to ask you to join international joint action on World Ocean Day, June 8, to stop the dumping of Radioactive Water from Fukushima Daiichi into the Pacific Ocean.

People's Action to Stop Dumping of Radioactive Water from Fukushima Daiichi is a national Korean people's network of environmental organizations, farmers, fisherfolk, workers’ unions, and civil society organizations.

The Japanese government is going to dump radioactive water this summer as planned irrespective of concerns raised by global civil society, including:

  • The Failure of the Tokyo Electric Power Company to follow the United Nations Convention on the Law of the Sea(UNCLOS), when it wrote “The Assessment of Radiological Impact on Public and Environment.”
  • The fact dumping of Radioactive Water from Fukushima Daiichi into the Pacific does NOT COMPLY with International Regulations such as the IAEA Safety Standards for protecting people and the Environment (GSG-8) and the United Nations Convention on the Law of the Sea.
  • The Failure of the Japanese government to seriously consider Storing Fukushima Daiichi Wastewater with Solidification with Concrete ON LAND.
  • The fact that Fukushima Daiichi wastewater is expected to continue DISCHARGING for more than 30 YEARS contaminating the Pacific Ocean.

Radioactive materials released after the Fukushima nuclear accident devastated the surrounding land, making it uninhabitable. Contaminated fish continue to be caught. Last January, a rockfish caught in 20-meter-deep water 52 km away from the nuclear power plant, was found to have radioactive levels 14 times above safe limits. The Pacific Ocean should no longer be contaminated by radioactive materials.

We call on individuals and groups worldwide to call on the Japanese government to stop the dumping of Radioactive Water from Fukushima Daiichi into the Pacific and instead store the waste in concrete tanks on land. We call for the following actions:

     1. Please sign the joint statement below as individuals and/or organizations BY JUNE 5. It will be sent to the Japanese government and the IAEA.
     2. Please incorporate the slogans below into your World Ocean Day campaigns.

         [Example]

  • STOP DUMPING Fukushima Daiichi Radioactive Water into the PACIFIC OCEAN!
  • PROTECT OUR OCEAN from Fukushima Radioactive Water!
  • DO NOT POLLUTE OUR OCEANS!

     3. Please share photos of the slogans to the email address below BY JUNE 8.

We stand in solidarity with people in Fukushima and Japan who are fighting against ocean discharge and for nuclear phase out.

[Joint Statement]

Stop Dumping Radioactive Water from Fukushima Daiichi into the Pacific Ocean, Store it on Land

The Japanese government plans to dump radioactive water from the Fukushima Daiichi nuclear power plant into the Pacific Ocean. Dumping contaminated water into the ocean is irresponsible and threatens the environment and life. Radioactive materials have long-term effects on ecosystems, but no proper verification or assessment of the resulting damage or impact was conducted. The IAEA is supporting the plan to dump radioactive water rather than carry out damage assessments or recommend alternatives.

The Japanese government insists that treated water is safe, but it is just a wish. The Tokyo Electric Power Company (TEPCO) has been able to do nothing but spray water to treat the melted nuclear fuel for 12 years after the accident. Even the Japan Nuclear Society states that decommissioning the nuclear reactors within 40 years, as planned by the Japanese government, is impossible.

Whether water is contaminated, treated, or diluted, it is still radioactive water. The release through a tunnel is not exempt from the London Convention and the Law of the Sea. The contaminated water can be stored in Chernobyl sarcophaguses, petroleum storage tanks, or hardened concrete in the long term until its radioactivity has weakened.

The 16th Consultative Meeting of Contracting Parties to the London Convention prohibited the dumping of all types of radioactive waste including low- and mid-level materials in 1993. The dumping of radioactive contaminated water is a violation of the duty to conserve the marine ecosystem defined under the UN Convention on the Law of the Sea. The IAEA should recommend minimizing the damage to ecosystems and beyond the border by adopting a safer method than the release of contaminated water.

The sea is the source of all life forms. Dumping radioactive water is the act of killing lives which cannot be condoned by global citizens.

In celebration of World Ocean Day, the 8th of June, we request as follows:

  1. The Japanese government should not dump radioactive water from Fukushima Daiichi into the ocean.
  2. The Japanese government should store and treat radioactive water from Fukushima Daiichi on land.
  3. The Japanese government should stop the propaganda that releasing radioactive water is safe.
  4. The IAEA should stop supporting the Japanese government and TEPCO for the dumping of contaminated water into the ocean.
