Bar Harbor Climate Action Plan Additions and Implementation Feedback
This survey is intended to give those who live or work in Bar Harbor the opportunity to share their perspective and shape an addendum to the town's Climate Action Plan. As Bar Harbor pursues the ambitious goals set in its Climate Action Plan, published in November of 2021, a series of listening sessions and virtual feedback collection will allow community members to voice their ideas and concerns.  This input will be critical as Climate Emergency Task Force refines and updates the plan and works towards effective solutions that reflect Bar Harbor’s priorities.  Thank you for providing your valuable feedback on how Bar Harbor can continue to implement key climate solutions!

  Strategy 6: Sustainable Local Economy
Goals

Establish Bar Harbor as a leading green tourism destination by 2030.

Promote climate action as a key component of a sustainable, year-round local economy in Bar Harbor.

Actions

Actively support the development and adoption of voluntary climate action and sustainability programs and initiatives by local Bar Harbor businesses.

Collaborate with the Bar Harbor Chamber of Commerce, A Climate To Thrive, and other community groups to promote local businesses that are actively working towards sustainability and climate action through their operations.

Build the capacity of local Bar Harbor businesses to take climate action and respond to projected climate impacts.

Provide local business owners with educational resources about existing local, state, and national programs and incentives to support greenhouse gas emissions reductions in businesses, such as building energy audits and efficiency upgrades.

Support business to business (b to b) collaboration and networking to share carbon reduction ideas and work.

Explore ways the town might support a circular, local economy. For example farm to restaurant to farm

Strategy 3: Sustainable Transportation
Goals

Electrify municipal and school vehicle fleets to the greatest extent possible by 2030.

Minimize GHG emissions from municipal and school transportation systems by 2030.

Establish a widely used, accessible EV charging network across Bar Harbor.

Support the development of safe, accessible, zero-emissions transportation systems across MDI.


Key Actions: Municipal

Conduct a municipal and school staff transportation survey in order to assess GHG emissions from Town employee commuting, as well as major barriers to adoption of sustainable transit alternatives by Town employees.

Implement education and incentives programs to support the use of low-emissions, public, and active transit methods among Town employees.

Expand installation of Level 2 and Level 3 EV chargers and designated EV-only parking spaces to all Town buildings. 

Provide publicly accessible charge points for EBikes and electric scooters at the Municipal building.

Develop a remote/hybrid working policy for Town employees to continue beyond the end of the COVID-19 pandemic, and support Town employee carpooling efforts which align with current CDC public health recommendations. 

Transition all municipal and school vehicle fleets to electric and hybrid electric alternatives.

Replace all light-duty municipal and school fleet vehicles with electric or hybrid electric vehicle alternatives as existing vehicle lifespans are reached.

Replace all medium- and heavy-duty municipal and school fleet vehicles with available suitable electric or hybrid electric alternatives as existing vehicle lifespans are reached.

Integrate municipal fleet electrification into the Equipment Replacement Schedule of the Capital Improvement Program.

Community-wide:

Conduct a town-wide comprehensive transportation study to determine top sources of GHG emissions from the Town’s transportation systems, major barriers to adoption of electric, active, and public transit by residents and visitors, and key opportunities to improve electric, public, and active transit infrastructure. Needs to be beyond just Bar Harbor and consider other communities affected by BH decision - per Michele G

Develop a local electric vehicle strategy in order to support community-wide use of EVs and proactively address projected increases in demand for EV charging from residents and visitors.

Create an online, regularly updated town-wide EV charging station map on the Town of Bar Harbor website.

Expand installation of publicly accessible Level 2 and Level 3 EV chargers and designated EV-only public parking spaces across downtown Bar Harbor.

Prioritize installation of EV chargers in kiosk public parking lots in downtown Bar Harbor.

Establish at minimum 2 EV-only public parking spaces in kiosk public parking lots in downtown Bar Harbor.

Collaborate with local business owners and other key community stakeholders to identify additional sites for the installation of Level 2 and Level 3 EV charging stations at major destinations.

Adopt the voluntary appendices to the 2021 IECC “stretch” building code in order to establish EV charging-readiness standards for all new commercial and multi-family residential building construction.

Identify sites for installation of public charging outlets for EBike and electric scooter charging.

Conduct feasibility assessments for public charging outlet locations at the Village Green, Police and Fire Station, and additional locations with existing public bike infrastructure.

Research feasibility of a local EV, EBike, and electric scooter rental service for use by residents and visitors.

Adopt a local “Complete Streets” policy to guide design and implementation of all future transportation projects, reduce traffic, improve traffic safety and local air quality, and ensure safe access to local businesses and essential services.

Enforce the current Idling Ordinance restricting non-emergency vehicle idling to 5 minutes.

Strategy 4: Sustainable Land Use

Goal

Establish sustainable land use and development practices across Bar Harbor.

Key Actions

Prioritize climate action throughout all Town land use planning efforts.

Integrate climate mitigation and adaptation as key priorities throughout the 2035 Bar Harbor Comprehensive Plan, and include a dedicated chapter on local climate change vulnerabilities, GHG mitigation strategies, and adaptation efforts.

Amend Article I, §125-3 of the LUO to add “W. Anticipating and responding to the impacts of climate change, including sea level rise, on the Town of Bar Harbor.” as a key purpose of the chapter.

Amend the Shoreland Zoning Ordinance and Floodplain maps to account for areas that will be inundated by sea level rise (~1.6 to 3.9 feet) and increased storm surge scenarios.

Support the development of walkable, accessible, and energy-efficient neighborhoods in order to minimize GHG emissions from employee commuting and building energy use.

Encourage medium-density, high-density, and mixed use residential and commercial development within downtown Bar Harbor, Hulls Cove, and Town Hill. 

Prioritize and streamline permitting processes for medium- and high-density housing within all Town of Bar Harbor neighborhood districts connected to public water and sewer services.

Prioritize and streamline permitting processes for medium- and high-density housing development within all Town of Bar Harbor neighborhood districts that list Two Family, Multifamily I, and Multifamily II dwellings as allowed uses, uses allowed by site plan, or uses allowed by planned use development.

Conduct a policy inventory of existing Town of Bar Harbor land use policies, planning efforts, and permitting processes, and identify additional opportunities to decrease GHG emissions through land use policies such as neighborhood districting, lot dimensional requirements, allowed uses, and permitting processes.

Protect and enhance the carbon sequestering capacity of local natural lands and waters.

Fully implement the 2014 Bar Harbor Open Space Plan goals and strategies for conserving natural habitats, water resources, and working lands.

Collaborate with Acadia National Park and other community stakeholders in order to develop local natural carbon sink conservation strategies.

Strategy 5: Resource Consumption and Waste Reduction

Goals

Achieve 75% residential and commercial waste diversion and 50% construction and municipal waste diversion by 2026.

Minimize all community-wide waste to the greatest extent possible by 2030.

Support the establishment of sustainable local food systems across Mount Desert Island.

Key Actions:

Municipal

Adopt an Electronic Documentation Policy to minimize paper use and printed copy requirements across municipal operations and services, such as Town meetings and licensing and permitting services, as allowed by law.

Adopt a Sustainable Procurement Policy to ensure that relevant municipal purchasing meets green standards including minimum recycled content requirements and local vendor and provider preferences.

Conduct a comprehensive municipal waste audit in order to identify and implement strategies to minimize municipal discarded resources. 

Community-wide

Encourage and promote sustainable resource use practices in accordance with the Maine State Hierarchy of Waste.

Actively publicize state and local restrictions on plastic bags and single-use containers.

Conduct a comprehensive community-wide waste audit in order to identify and implement strategies to minimize discarded resources. 

Investigate and establish as appropriate the systems, policies, and infrastructure necessary to minimize discarded resources and support sustainable materials management across Bar Harbor, such as: 

A “save-as-you-throw” system for residential and commercial waste.

The expansion of current Town-wide resource collection and recycling systems.

Mandatory recycling requirements for commercial and multi-family residential buildings.

Community-wide food waste reduction, including through provision of household compost bins to Bar Harbor residents.

Facilitating a community-wide culture of reuse and repair, including through hosting regular community swap and item repair workshops.

Pursue and support climate adaptation efforts as necessary to protect Town and community assets and investments.

Key Actions

Adopt the U.S. Climate Resilience Toolkit Steps to Resilience framework in order to publicly document and address current and future local climate risks and hazards.

Develop a public education campaign to educate community members about projected climate impacts across Bar Harbor, including sea level rise, storm surges, flooding, extreme weather, infrastructure damage, and biodiversity loss. 

Implement major climate resilience recommendations from the 2021 Bar Harbor Maine Flood Resilience Checklist. 

Conduct a community-wide vulnerability assessment to identify critical infrastructure at risk to climate change and extreme weather.

Prepare the Town’s electrical system and power supply for projected increased flooding and higher tides.

Incorporate resiliency criteria and future flood hazard information into the Town’s Capital Improvement Plan (CIP) for municipal infrastructure and facilities.

Collaborate with MDI towns, local organizations, and regional and state agencies such as the Hancock County Emergency Management Agency (EMA) and the Maine Department of Transportation (DOT) to address climate vulnerabilities and develop a plan to address future flood hazards across the community.

Identify and pursue federal and state financial and technical resources to advance local climate adaptation efforts, such as through the Maine Coastal Communities Grant Program.

Goals

Develop a shared, community-wide understanding of the climate emergency and the goals, objectives, and strategies of the Town of Bar Harbor Climate Action Plan. 

Actively include all Bar Harbor residents and key stakeholders in the development and implementation of the Town of Bar Harbor Climate Action Plan.

Key Actions

Provide assistance, guidance, and educational materials to members of the Town Council and Town staff in order to improve understanding of climate change and proposals within the Town of Bar Harbor Climate Action Plan.

Create a user-friendly, regularly updated webpage to serve as a centralized location for the Climate Emergency Task Force and Town staff to collect, organize, and disseminate information and resources to the public regarding the Climate Action Plan.

Develop a series of Public Service Announcements on key climate and sustainability topics for Bar Harbor residents and businesses to educate themselves and take key steps to reduce their own climate impact.

Actively gather and integrate feedback from Bar Harbor residents throughout CAP implementation and future CAP revisions.

Organize regular community “Climate Town Hall Meetings” to share updates and progress on the Climate Action Plan, present annual greenhouse gas emissions data, and provide Bar Harbor residents with the opportunity to speak with local experts and vendors regarding energy efficiency, electric vehicles, state incentives programs, and other key topics.

Utilize the Polco civic participation online platform to solicit information and feedback from the public on town-wide climate and sustainability initiatives.

Build partnerships with local schools, post-secondary educational institutions, and scientific institutions to develop and implement climate change educational programs for students, staff, and community members.

Identify opportunities for local students to directly engage with Town sustainability initiatives and supplement Town staff capacity through work-study positions, internships, independent studies, and volunteer efforts.

Actively participate in and promote community activities and events that highlight climate and sustainability issues, including Earth Day, Maine Recycling Week, National Drive Electric Week, and Bike to Work Day.

Technical resources to advance local climate adaptation efforts, such as through the Maine Coastal Communities Grant Program

Key Actions


Establish a Town Sustainability Coordinator staff position with the remit of overseeing and implementing all Town climate and sustainability efforts, including the development and implementation of the Town of Bar Harbor Climate Action Plan


Regularly track and analyze greenhouse gas emissions sources and emission reduction efforts across Bar Harbor.

Conduct an annual greenhouse gas emissions audit across all municipal and school operations.

Conduct a community-wide greenhouse gas emissions audit every three years.

Utilize a dedicated municipal GHG accounting platform such as ICLEI ClearPath to streamline and communicate the greenhouse gas emissions tracking processes.


Align annual Town budgeting processes with the goals and strategies of the Town of Bar Harbor Climate Action Plan.

Ensure that all annual Town budget proposals include proposed funding for priority climate and energy initiatives related to the goals and strategies listed in the Town of Bar Harbor Climate Action Plan.

Identify opportunities to allocate funds from the Cruise Ship Fund and Parking Fund to CAP implementation efforts, as permitted by Maine State law.

Require that all major municipal purchasing and capital improvement project proposals  include an estimated greenhouse gas emissions impact and life-cycle assessment.


Modify all Town committee and task force bylaws so that each committee maintains a “climate steward” role whose responsibility is to research, identify, and monitor potential climate and environmental impacts of committee decisions and recommendations.

Collaborate and share best practices with local governments across Mount Desert Island, Maine, and worldwide towards local climate action.

Identify and pursue opportunities to align local climate action with the goals and strategies of Maine’s four-year state climate action plan, Maine Won't Wait.

Apply for local and regional funding for implementation of community climate action and outreach through the Maine Community Resilience Partnership and other public and philanthropic initiatives.

Join and actively participate in the ICLEI - Local Governments for Sustainability global network of local communities dedicated to climate action.

Revise the goals, strategies, and key actions listed within the Town of Bar Harbor Climate Action Plan at minimum every two years.

Provide an annual sustainability progress report, outline the current status of each strategy and the towns challenges and opportunities towards reaching the goals.
