El 22 de junio de 2020, la Autoridad de Energía Electrica de Puerto Rico y la Autoridad de Alianzas Público-Privadas de Puerto Rico suscribieron un contrato con LUMA Energy, LLC y LUMA Energy ServCo, LLC (en conjunto, LUMA) para la operación y el mantenimiento del sistema de transmisión y distribución de energía eléctrica de Puerto Rico. Tras un periodo de transición, el 1 de junio de 2021, LUMA comenzó el periodo de operación y manejo de los servicios de energía eléctrica de Puerto Rico.
Por meses, diversas organizaciones han denunciado, a través de diversos medios de comunicación en Puerto Rico y Estados Unidos de América, las deficiencias severas que tiene el contrato con LUMA. Estas deficiencias son tan graves que no sólo violan la política pública y las ordenes ejecutivas del Presidente Joseph R. Biden sobre la energía renovable, el cambio climático y los derechos de los trabajadores, sino que también pone en riesgo la salud y seguridad del pueblo al permitir que se utilicen los fondos federales otrogados por la Federal Emergency Management Agency (FEMA) para la reconstrucción de un sistema de energía eléctrica que dejará a Puerto Rico en un peor estado energético que el presente.
Por ello, en la carta incluida en el enlace abajo le solicitamos al Presidente Joseph R. Biden que tome acción inmediata para que se cumplan con los estatutos federales y de Puerto Rico y así poder lograr justicia social, ambiental y energética para nuestro pueblo.

LETTER TO THE PRESIDENT OF THE UNITED STATES OF AMERICA REGARDING THE CONTRACT BETWEEN LUMA AND THE GOVERNMENT OF PUERTO RICO
On June 22, 2020, the Puerto Rico Electric Power Authority (PREPA) and the Puerto Rico Public-Private Partnership Authority (P3A) entered into an agreement for the operation and maintenance of PREPA’s Transmission and Distribution System with LUMA Energy, LLC, and LUMA Energy ServCo, LLC (LUMA). Pursuant to the contract, LUMA is charged with carrying out almost all electrical system functions, including management, operation, maintenance, repair, restoration and replacement, and other related services for the transmission and distribution system. After the Front-End Transition Services Period, on June 1, 2021, the Operation and Management Services Period began.
For months, our organizations have been condemning the serious flaws in the contract between LUMA and the Government of Puerto Rico, and PREPA’s proposed spending plan of federal recovery funds. The contract contradicts the current federal administration’s public policy on climate and worker protections, risks the health and safety of the people, and leaves Puerto Rico residents significantly worse off than before.
For these reasons, in the letter in the link below, we request President Joseph R. Biden to exercise his authority, so that the contract between LUMA and the Government of Puerto Rico comply with Puerto Rico and Federal laws and regulations, and we can achieve social, environmental, and energy justice for our people.
