▧ Karen Yu, General Director | Department of Information Technology, Taoyuan City / Former Congresswoman | 桃園資訊科技局局長  余宛如 (Keynote)

Karen Yu is the General Director of The Department of Information Technology of Taoyuan  City Government in Taiwan, utilizing innovation and technology to further transform Taoyuan into a sustainable and smart city. She also pioneered SHE SMART TAOYUAN, incorporating a gender lens into smart city policy and city design for a more diverse and inclusive society.

Karen was a legislator at large representing the Democratic Progressive Party in the Parliament from 2016 to 2020. Her main focus areas included digital development, Fintech, women's rights, technological innovation, social enterprise, and regional revitalization.

Before becoming a congresswoman, Karen was an influential social entrepreneur who founded the first fair trade company "Okogreen" in Taiwan in 2008. She has an M.A. from University of London in Anthropology of Food, and had been invited as the visiting scholar by U.S. Department of State and Stanford University.


▧ Maddie Callis, Director | City Possible & Global Cities at Mastercard �| 萬事達卡 City Possible 總監

Maddie Callis serves as the Director of New Verticals for City Possible, a partnership model pioneered by Mastercard and formed to unite the private and public sectors to benefit cities and drive inclusive, sustainable growth. Maddie has planned, designed, launched and drove City Possible from idea to tangible network that has grown from 16 city members in November 2018 to over 300 currently.

Prior to joining Mastercard, Maddie worked at start-ups and nonprofits where she held leadership roles in operations, fundraising and partnership development. She received a Master’s in Psychology and Education from the Spirituality Mind Body Institute at Teachers College, Columbia University and served as a Rotary International Fellow in Rio de Janeiro, Brazil where she worked in favelas and pursued graduate studies.  


▧ Chelsea Collier, Founder | Digi.City | 智慧城市生態系推手Digi.City創辦人

Chelsea Collier convenes people across sectors to focus on how technology can be applied to civic and social challenges. She is the Founder of Digi.City, a forum for supporting the co-creation of smart(er) cities and more connected communities. She also serves as the Editor-at-Large for Smart Cities Connect which provides meaningful content and connects a community of decision-makers to empower smart cities at all stages of growth.
 
She is a University of Manchester (UK) Simon Industrial & Professional Fellow (2019), a Marshall Memorial Fellow (2018) and an Eisenhower Fellow (2016). She is the co-author of the Smart Cities Playbook. Her work has been featured in Governing Magazine, Inc.com, Venture Beat, Chicago Tribune, Global Trade Magazine and dozens of other publications. Her previous experience in state government, economic development, social enterprise and tech entrepreneurship informs her cross sector approach.  She lives in Austin, Texas and is active in the local tech and social impact communities. Her masters and bachelor degrees are from the University of Texas at Austin.


▧ Elisa Chiu, Founder & CEO | Anchor Taiwan (Interviewer) | 跨境創新生態系平台Anchor Taiwan創辦人邱懷萱

Elisa Chiu is an entrepreneur and investor who operates at the intersection of tech innovation, strategic investment and cross-border collaboration. She sailed from Wall Street with a decade of experience at top tier investment banks and hedge funds, overseeing over US$1 billion assets in Pan Pacific Asia. In 2017, she founded Anchor Taiwan, a platform to provide industry access, market immersion and technology partnerships in Asia. Her clients include world-class founders and executives from Y Combinator, 500 Startups, Microsoft, Uber, Intel and many more from more than 15 countries.

Elisa is an ecosystem builder at heart (e.g. initiating Corporate Venturing Roundtable with 80+ corporates, and Women in Venture with 100+ women investors), and a highly sought-after speaker for tech conferences with recent appearances at Stanford University, Infinity Ventures Summit, APEC O2O Summit, Global Harbor Cities Forum, AWS Startup Day, to name a few. Elisa is a Gen.T X Credit Suisse Social Impact Awardee.


▧ Tara Mulrooney, VP Technology and Innovation | Edmonton International Airport 加拿大艾德蒙機場科技與創新副總裁

Tara Mulrooney is the Vice President, Technology & Innovation at Edmonton International Airport (EIA). Tara is accountable for enabling the Innovation Expansion for the organization and for building an information-based platform using IOT, Messaging and Data. She is excited to bring her two decades of experience to the aviation sector and to continue to build the reputation of EIA as a leader in airport innovation.
 
Prior to this role, Tara was the Chief Technology Officer for the Alberta Energy Regulator and successfully led a digital transformation which resulted in recognitions including: 2019 Canadian CIO of the Year (ITAC and IT World Canada) and the John Zachman CIO of the Year for 2017 in Oil and Gas.
 
Her approach to IT includes converting strategic plans into tactical reality by leveraging people, technology and efficient processes. Tara focuses on building high performing teams that outperform their peers by providing an inspiring and fun professional environment.


▧ Miriam Roure, Principal | Urban-X | BMW/MINI旗下URBAN-X投資加速器總監

Miriam Roure is passionate about cities and climate technologies. She leads URBAN-X, an accelerator built by MINI and Urban Us, dedicated to startups reimagining city life. Over the last five years, URBAN-X has invested in over 80 startups.

Previously, Miriam worked at MIT Senseable City Lab, a research laboratory dedicated to exploring the future of cities from a data and sensor-based technology perspective. She started a Field, a platform for bringing urban technologies to market. Trained as an architect, she also worked at the Office for Metropolitan Architecture in Rotterdam.

Miriam is part of the board of Citibeats. She serves as a Member of the New York Technology and Innovation Council of the Urban Land Institute. She is an advisor at CIV:LAB and Utopia. She holds degrees from Harvard University and Cornell University, and she co-founded the Harvard xDesign Conference in 2013.

Myrna Bittner is the CEO and Co-Founder of RUNWITHIT Synthetics, an AI-based modelling company that creates Single Synthetic Environments – live, geospatially accurate cities or regions, complete with their people, activity, policies, technology, development, economics, and infrastructure, for advanced scenario simulations to support decision makers optimizing unprecedented futures. RUNWITHIT builds on Myrna's prior technology ventures, including NeuralVR, a neural net and 3D visualization research company.

During the past two years, Myrna and her team’s solutions to the disrupted futures of energy, mobility and resilience have succeeded at home and around the world in challenges and partnerships including the “Most Edmonton Startup,” The Electric Power Research’s IncubatEnergy™ Labs Challenge (US), Toyota Mobility Foundation’s City Architecture of Tomorrow Challenge (Malaysia), USAF’s AFWERX Innovation Showcase (US), NATO Space Awareness (Lisbon), Airbus Defence’s Net Zero Mobility (Münich), Mobile Heroes Taiwan, and named as Certified SET100 (EU), top 100 global startups in energy transition and mobility. In October, RUNWITHIT won the UN Industry Development Office's Global Call for "Decarbonizing Growing Urban Environments" in Remscheid, Germany and was showcased by the UNFCCC at COP26.


▧ Cinnie Huang, Investor | ITIC - Industrial Technology Investment Corporation (Interviewer) | 創新工業技術移轉 / 工研院創投黃馨逸

Cinnie Huang is a deep tech investor at ITIC and currently serves on the board of multiple semiconductor and advanced material companies in France and the U.S. A firm believer of disruptive innovation, she is passionate about elevating world class startups from 0-to-1.

Cinnie has been a guest speaker at Vivatech, Women in Ventures and top universities around the world. She has over a decade of successful entrepreneurial experience in team leading and strategy as a product manager.

She graduated with honors in M.S. in Human Computer Interaction (HCI) and double major in B.S. HCI and BA from Carnegie Mellon University. She is a Siebel Scholar.
