The Santa Clara County Office of Education is proud to partner with LEAs and provide complimentary certificates to recognize students for demonstrating proficiency in English and another language.

  • Complete this Google form with the information below.  
  • Make a copy of our Google sheet with the names of students and their languages. (Step 14 below)
  • Share your sheet with or email it to: ssenguptasaha@sccoe.org
  • You will receive an email confirmation that the request has been received.
(*Public schools in Santa Clara County are eligible to request certificates if they have completed a Memorandum of Understanding (MOU). Please email hnatividad@sccoe.org if you have questions or would like to establish an MOU.)
Important- California Department of Education Seal of Biliteracy
The State Seal of Biliteracy was established in California in 2012 (Assembly Bill 815) to recognize high school graduates who have attained a high level of proficiency in speaking, reading, and writing one or more languages in addition to English.

The California Department of Education (CDE) provides the official Seal of Biliteracy seal to recognize students who have met the requirements.

This year, AB 370 was signed by Governor Newsom. It updates the eligibility requirements for candidates. Please visit the CDE website for more information.

All LEAs must submit their information to the CDE. 
Districts/LEAs can request the CDE state seals here.
(SCCOE does not submit requests to the CDE on your behalf.)
