Session 1: Introduction (12:00 - 12:25)
The session will introduce the participants to each other and the topic of the training. We will also provide a brief overview of the ARTICLE 19 work on freedom of expression and access to information.
Session 2: Applying international human rights law to internet shutdowns (12:30 - 14:00)
The session explores the impact of internet shutdowns on realisation of human rights and in particular, freedom of expression online.
Session 3: Elections and freedom of expression in the digital space (14:30 - 16:00)
The session discusses electoral communication, campaigning, advertising, and political speech online. ARTICLE 19’s ‘Principles on Freedom of Expression and Elections’ will be presented.
Session 4: Content moderation, microtargeting, political advertising (16:30 - 17:30)
The session presents topics related to content moderation and political advertising, especially during intense election campaigns and discusses some strategies of resilience for civil society actors.
Closing remarks (17:30 - 17:40)

Oturum 1: Başlangıç (12:00 - 12:25)
Bu oturumda çalıştay katılımcıları diğer katılımcılar ve çalıştay konuları ile tanışacak, ARTICLE 19'in ifade özgürlüğü ve bilgi edinme hakkı üzerindeki çalışmaları konusunda bilgilendirilecektir.
Oturum 2: Uluslararası insan hakları hukukunun internet kesintilerine uygulanması (12:30 - 14:00)
Bu oturumda internet kısıtlamalarının insan hakları ve özellikle çevrimiçi ifade özürlüğü üzerindeki etkileri değerlendirilecektir.
Oturum 3: Seçimler ve dijital alanda ifade özgürlüğü (14:30 - 16:00)
Bu oturumda seçim kampanya ve reklamları ve çevrimiçi siyasi söylemler değerlendirilecek, ARTICLE 19'in "İfade Özgürlüğü ve Seçimler üzerine Prensipler"i sunulacaktır.
Oturum 4: İçerik denetimi, mikro hedefleme ve siyasi reklamlar (16:30 - 17:30)
Bu oturumda yoğun seçim kampanyaları sırasında içerik denetimi ve siyasi reklamlar değerlendirilerek sivil toplum aktörlerinin benimseyebileceği stratejiler tartışılacaktır.
