inesei@lehigh.edu Abstract:
Renewable
energy
development received an incredible boon with the passage of the Inflation
Reduction Act (IRA). The IRA revitalized the tax credits that have been the
backbone of renewable energy development for years, as well as created new tax
credits for storage technology and clean fuels.
Moreover, the IRA created adders to
the tax credits that incentivize development in regions of the country that
were previously difficult to develop. Finally, the IRA provided direct payment
and transferability provisions that open ownership to entities that
traditionally could not access it immediately. As with any major change in law,
the most efficient ways to finance renewable energy projects is shifting as
well. While traditional third-party ownership mechanisms will still be used,
new financing mechanisms are available that reduce the need for large banks to
receive the majority of the tax benefits associated with these systems.
