1)
Application: This registration form represents an application toward a themed day or a time slot and does not guarantee access to a time slot, specific time frame, or themed day. If all slots are filled, or if you present a commission request that is objectionable or goes against the rules Deebs has laid out, you will not be able to take a slot. You will not be charged if we are unable to accommodate your request for a slot.
2) Slot Lockdown: Your slot is only "guaranteed" if you have received an invoice, and "completed" if you have paid your invoice. The themed stream visual end constitutes a rough schedule of commission requests, but may shift times around, move commission requests to less popular days, change a date due to real world conflicts, or cancel outright. Appearance on the visual end unfortunately does not constitute a guarantee that the commission will be fulfilled (as we cannot anticipate acts of God), only an invoice does.
2a) If you have received an invoice in advance of the stream and you have not paid by 24 hours before the stream begins, your slot may be opened to another interested commissioner. If you need to request a refund, you have until 24 hours before the stream begins to receive a full refund, after which a 20% cancellation fee will be applied for the loss of slot accessibility. If Deebs has not charged you this far in advance, don't worry about it!
3) Floating Slots: If you are unable to acquire a slot for the themed stream of your choice, you may be tapped for the 'floating slot', and given an opportunity to get a commission if someone else refunds, OR your commission request may be placed on a less popular stream day. If a slot becomes available, we will alert applications in the order of acceptance. Payment will be due on reception of invoice. Depending on slot availability, your slot time request may be reduced to the time available.
4) Cooldown: You must wait 24 hours to register for another themed stream slot. This allows other people the chance to get a slot. If you have requested for two separate slots within 24 hours, the moderator will remove one of those requests. Please note that a themed day being filled does not negate this rule, as 'floating slot' rules still apply (meaning that a WIP day request could be honoured on a less popular stream day).
5) Maximum Availability: You may sign up for TWO separate slots on TWO separate days when the Themed Streams are Wednesday-only. The rules may change to extend a third slot on Themed Stream months that include Sundays, but check with the moderators before requesting. You may not request two slots on the same day.
5) Right to Refuse: Deebs maintains the right to refuse any commissions that:
i) violate the rules and terms of service of the stream or of Picarto streaming service,
ii) attempt to subvert the rules and terms of service of the stream,
iii) go against the artist's ethos or comfort zone,
iv) the commissioner has behaved inappropriately to the artist or moderators outside of the commission request
This means that commission requests that attempt to subvert an ongoing ban/suspension will not be honoured, nor will commissions requesting NSFW or kink, or include those materials in their references. If a request that the chat avoid politics is made in the rules, this extends to commission topics. The same conduct rules that apply to the chat also apply to commission requests. Lastly, if you've been a bit of a bully to Deebs in a past life, Deebs is not obliged to draw for you. The artist's right to refuse does not require they inform the commissioner of the reason for refusal, especially when this may present a risk to the artist.
6) Cancellations: If you have won a slot but need to cancel for whatever reason, please notify a moderator as quickly as possible. Cancellations during streamtime may incur a 20% cancellation fee due to the loss of slot availability, but this may be waived on a case-by-case basis based on the extenuating circumstances involved. If your commission is already paid for and underway when you request a cancellation, your maximum refund will be 1:1 the time remaining on the commission (e.g. 40 minutes remaining has a maximum refund of $40, should the cancellation fee be waived).
7) Chargebacks and Fraud: If you initiate a chargeback on Paypal or your credit card after you have received your artwork, you will be banned from the stream and unable to commission Deebs in the future. Proof of purchase will not be in your favour.
8) Misc: These terms of service stand atop the general stream rules and the Picarto service rules. The terms of service are subject to revision at any time. Revision dates will be posted in the header.
