This form is the first step to appeal a grant eligibility denial decision made by the Fraud Detection & Defense (FDD) workstream of Gitcoin DAO.

All appeals are reviewed by the Fraud Detection & Defense workstream's source councilfor merit.

Valid appeals fall into at least one of the following categories:

1) Reviewer Error - The grant does not violate current policy
2) Updated Policy - A policy was updated which now allows this grant to participate
3) Gray Area - The current policy is unclear in relation to this grant (May require policy revision)
4) Novel Situation - The current policy needs to be changed to better reflect the norms of the community

If the appeal is upheld and policy revisions are needed, the appeal will be posted in the Gov Forum for 3 days (gov.gitcoin.co) for debate discussion.

Following the discussion period, FDD Policy will work with the PGF Grants Ops team to draft a policy revision based on the feedback from the governance forum.

The policy revision will be put to a snapshot vote requiring no minimum quorum of votes, but must be on snapshot for 72 hours. The outcome of the snapshot vote will then determine if the particular case is upheld AND the policy change that allows it.

Following the steward vote the FDD will update the related policies where relevant.  Lastly, the appeal will move to a snapshot vote to ratify the decision.

* Previous denied grants which become eligible after a policy change will NOT be notified of the change. If they see they are now eligible, we recommend submitting a new grant over appealing. (There are edge cases which may want to bring back a historical record or have other reasons to appeal rather than resubmit.)

** The appeals system allows reviewers to judge grants against specific requirements. The appeals system allows for the community norms to update these requirements in a legitimate way.
