Scholarship Information: W. C. Owen, life member of Rome Area Heritage Foundation, had two great passions: music and literature, especially the heritage preserved in the classics he loved and appreciated throughout his life.

His fascination with literature was nurtured from the age of fourteen when he began work in the Atlanta Library, and nurtured in college and municipal libraries including Rome Carnegie and Sarah Hightower Regional Library.

His choral participation and love of music might have surpassed his love of the English language. Participation in the University of Georgia Men’s Glee Club, entertaining at Junior Service Follies, and singing under 12 choir directors at St. Peter’s Episcopal Church were among the outlets for sharing his considerable talents.

The homily at his funeral, given by The Reverend Janice Wright, began with an appropriate quote from his beloved Shakespeare: “Now cracks a noble heart. Good-night, sweet prince; and flights of angels sing thee to thy rest.”

With this award, W. C. Owen’s gift of himself and his generosity will live through the contribution of the recipients.
 
Purpose: The Rome Area Heritage Foundation (RAHF) grant program was established to provide funds to organizations that work to help identify and preserve historic sites and artifacts in the Rome-Floyd County area. To honor the memory of W. C. Owen, the Music Research Grant is made available to a student at a local college or university for researching the music history of Rome. This award pays homage to the man his legion of friends call gentle, a mentor, talented, kind, patron of the arts, willing sharer of his considerable store of knowledge, and a lover of humankind.

Timeline of Submissions: Requests may be submitted at any time during the year; consideration may be postponed until such time as grant funds are available. Given funds availability, the Committee will review requests for grants no less often than quarterly.

Size of Scholarship: This is a $500 scholarship to be paid upon completion of the proposed research project. The actual amount of funds to be awarded will be determined solely by the Grants Committee.

Process of Submission: The scholarship applicant shall complete the attached “W. C. Owen Music Research Grant” and submit as specified.

Review of Request: To ensure fair and adequate review of all submissions, the following guidelines will be adhered to by the Grant Program Committee:

Timeline of Reviews: Given funds availability, the Committee will review requests for grants no less often than quarterly. Advance notice of no less than 2 weeks will be given before any review is performed, in an effort to ensure all proposed grants have been received and adequate consideration can be given to all competing priorities.

Recommendation of Committee: The Committee will review all requests and will have the authority to approve/deny.

Approval/Rejection: The President or his/her designee shall notify all requesters of whether their submission was approved, denied, or tabled for later consideration. If a project is not approved on the first submission, but shows an ongoing need, it may be resubmitted for the next budget year.
