I have reviewed NC § 14‑190.15.  Disseminating harmful material to minors; exhibiting harmful performances to minors.
I believe the defense for schools, church, museum, public library, governmental agency, medical clinic, etc should be revised or removed. Schools and libraries should not disseminate harmful materials as defined by state statute.

They should:

Meet high standards in literary, artistic, and aesthetic quality; technical aspects; and physical format;

Be appropriate for the subject area and for the age, intellectual development, and ability level of the students for whom the materials are selected;

For nonfiction resources, incorporate accurate and authentic factual content from authoritative sources;

Balance cost with need;

Not be in violation of NC § 14‑190.15.  Disseminating harmful material to minors; exhibiting harmful performances to minors.

Promote literacy;

For purposes of this policy, library materials, whether held in a formal school library or in a classroom, are defined as electronic, print, and non-print resources, excluding textbooks, for independent use by students and faculty outside of the District's core educational program should adhere to a high standard.

A challenge and review process model should be created on the state level that will include content guidelines that addresses what is and is not acceptable at each grade level and will be developmentally appropriate for the age and maturity of the students at that school. *
