Project Concepts to Inform Regional Strategies
This form is intended to collect information about project concepts to rapidly utilize and deploy one-time funding (~$14 million) from EO 23-02 through Central Oregon's Continuum of Care, to address the following three regional goals by January 10, 2024:
  1. Preventing 1,113-1,146 households from becoming homeless 
  2. Creating 81-83 new shelter beds 
  3. Rehousing 157-162 unsheltered households 
Please propose general project concepts or feel free to get specific. This is not a project application for funding. COIC will use this information to inform the planning effort due March 10th, as well as the implementation plan due in April. In your submission, please consider the following: 
  • This is one-time funding and will not effectively support ongoing operating costs
  • Existing partnerships that can be leveraged (MOUs)
  • Ease of implementation/Risk of failure
  • Resources required for success
  • HMIS & Coordinated Entry participation is required
  • For Capital Funding Requests, these must be new projects or expansions, funding is not available to compliment existing capital projects
With 10 months to implement the funding and achieve outcomes, this funding is not well-suited to support project concepts that have a significant ramp-up timeline. We are looking to focus our efforts on projects that will be achieved quickly with one-time funding, that will have a measurable impact on the three goals listed above.
