          We, the First Generation Low Income (FGLI) students at Barnard College, are grateful for the opportunities and financial benefits Barnard College has made available to us. Barnard College has made many commitments to FGLI students including meeting 100% of a family’s demonstrated need and providing FGLI students the FLIP Library. While the past few months have been filled with a lot of uncertainty, there are a few ways in which the Barnard Administration has fallen short of our expectations in terms of communication and support for FGLI students. We are aware and appreciate that since the start of the pandemic, Barnard College has created working groups to gauge how to plan for the upcoming academic year. While the college has agreed to provide $1,200 for anyone with a 2019-2020 parent contribution of less than $20,000, there has been no other mention of FGLI students in recent email updates or on the 2020-2021 Planning Page (https://alert.barnard.edu/2020-21-planning).

          This document outlines a list of demands to the Barnard Administration and was written by Opportunity Programs (OP) students on behalf of all FGLI students on Barnard’s campus. At the end of this document is a link to an additional list of demands specifically for OP, which consists of three programs: the Collegiate Science and Technology Entry Program (CSTEP), the Higher Education Opportunity Program (HEOP), and Barnard Opportunity Program (BOP). These programs are designed to support the historically underrepresented (African-American, Latinx, Native-American and Alaskan-Natives) and/or the financially disadvantaged.  

          Our concerns around how Barnard College has handled the COVID-19 crisis are centered around a lack of communication and transparency, inadequate financial aid, housing insecurity, and insufficient academic support. Outlined below are our concerns and our calls to action for the Barnard Administration. We respectfully ask that you carefully read through and consider our demands. We thank you for your time and consideration.

          We send these demands to voice how these past months and the news of the upcoming academic year has affected us. We understand that the nature of the pandemic demanded fast widespread budget cuts. We also understand that everyone in the college was dealing with uncertainty and lack of transparency about major decisions. In the College's mission statement, Barnard commits to "help[ing] students achieve the personal strength that will enable them to meet the challenges they will encounter throughout their lives." We, the students of Barnard College, ask this proclamation holds true during these unprecedented times.

Concern: Lack of Communication and an Absence of Transparency


Calls to Action:

1. Offices at Barnard College should be able to either directly answer student concerns or know who to direct them to. A lack of communication across offices is hugely apparent. It is often the case that students will contact one office, be redirected to a different office, only to be redirected to the original office they contacted—e.g. a student contacts Financial Aid and is told to contact Bursar; Bursar responds by telling the student to contact Financial Aid. In the end, students are left without answers and support. Students should not be passed around from office to office. All offices, especially Financial Aid, Bursar, and Residential Life, should be well informed of policies and any changes made to them.

2. When policy changes are made regarding academics, financial aid, billing, housing, etc., inform us, the entire student body, immediately. When there are no answers, inform us of that, and give us a timeline or an explanation of the information you are waiting on. Consistent updates—even if just to say that circumstances are still developing—are considerably better than weeks and months of silence.  

3. Improve response times across different offices and departments, especially Financial Aid and Bursar. We understand these offices are operating at a limited capacity, but we still expect to obtain responses in a timely manner that are sensitive to newly enforced deadlines.  


Concern: Fall 2020 Financial Aid and Billing


Calls to Action:

1. Waive the August 14th deadline to pay off your financial aid balance for any students whose family contribution is less than $20,000. The College chose not to decrease tuition for the upcoming year (2020-2021) and justified this choice by claiming this would allow the College to better aid its students, specifically FGLI students. Unfortunately, this sentiment is not reflected in the financial aid packages and bills sent out to FGLI students and many students who struggle financially are not able to meet this deadline.

2. Provide a comprehensive explanation for why Fall 2020 bills are as much as, if not more, than previous semesters despite the fact that many students will not have the same campus access. How can the College claim that it wants to aid FGLI students, but in the same vein, bill us this semester as if it were any other semester? Why, especially in the current climate when so many FGLI students are financially stressed? Remarking that everyone's financial aid package is unique is not a sufficient response because there has been a consistent change in how the College is calculating aid and billing students.

3. Disclose what additional aid has actually been allotted for students on financial aid. Be completely transparent about the differences between image and reality: to the public eye, the College seems to have allotted large amounts of funds towards FGLI students, but in reality many students have seen significant decreases in their financial aid and increases in their billing costs. Specifically, many have seen their parent contributions significantly increase and their Barnard Grants significantly decrease. This has the effect of invalidating all types of aid the College promised to provide as a result of the COVID-19 crisis, including the Summer Work Exemption Grant. Given this, how can the College claim that it has allotted additional aid to its FGLI students?    

4. Entirely waive or greatly reduce the Comprehensive Fee for students not invited back to on-campus housing. Simply put: why are students who are not living on campus being billed the comprehensive fee?  


Concern: Housing Insecurity


Calls to Action:

1. Guarantee off-campus housing to FGLI students regardless of whether the student is a NY or NJ state resident. Due to economic and personal circumstances many of us do not have safe and academically accommodating household situations. Many FGLI students do not have access to a stable internet connection or their own computer to study and complete their assignments. Not accommodating students who are physically close to campus, but have extenuating circumstances for not being able to live at home, effectively excludes FGLI students whose primary residence is close to Barnard’s campus.

2. Grant aid to FGLI students that are commuting to Barnard College in the form of a grant to cover travel costs on the Metro North, LIRR, NJT, and NYC MTA. Commuter students are still being charged a comprehensive fee, which includes computer fees and student government fees, in their bill. FGLI students and their families are among the worst impacted students by the financial crisis brought on by the COVID-19 pandemic. If Barnard College plans to charge commuting students to use campus resources then they should provide transportation assistance to accommodate students with “extenuating circumstances.”

3. Provide a letter from the Financial Aid Office for students finding apartments saying that Barnard College will be our guarantor. Most FGLI students have not established credit, do not have someone who can be a guarantor on their behalf, and do not make 40 times the rent required for them to live off campus. By creating a policy such as this without giving students that ability to secure an apartment the college is creating a situation which further disadvantages FGLI students. The August 14th deadline also makes it difficult for FGLI students to qualify for the off-campus housing voucher.


Concern: Insufficient Academic Support


Calls to Action:

1. Provide an outline of Barnard’s plan to provide academic support to students living off campus. Barnard has still not made it clear how they will be offering the same level of support for students not attending in-person classes. Considering that Barnard prides itself on the rigor of its curriculum and its collaborative environment, how will students who do not qualify to live on campus maintain their grades this upcoming semester?
                                     
2. Creating an actual Student Success Office space for FGLI students similar in function to the Opportunity Programs Office. We feel as though it is not enough to have an Associate Dean of Student Success. When there are events and resources that are designated to support FGLI students there should already be a designated space established. This will also consolidate the resources Barnard has allotted for FGLI students so that they know where to go to receive any academic or financial support they need.
