*Petition: Stop creating loopholes for COVID prevention! Protect the rights of vaccination registration for international students without Alien Residence Certificate / National Health Insurance.

7月13日，衛福部推出了公費疫苗施打意願的線上登記系統。在指揮中心的說明和系統設置中，外籍人士只有憑藉居留證與健保卡號碼，方可進行登記。對境外生群體而言，大部分境外生可以依此規定登記，但不能申領居留證與健保卡的全體陸生、未申領前述證件的境外生、及等待領取證件的新生，則無從進行登記。境外生權益小組在此指出，衛福部在疫苗施打登記的規定中，遺漏了境外生群體中的一部分。這不僅損傷了境外生權益，更對整個社會的防疫製造漏洞。

我們認為，當6月7日衛福部開啟全台公費疫苗免費接種，其規畫思路仍應為建立全社會民眾的免疫保護力。然而，在登記系統上線後，我們卻看到陸生等沒有居留證與健保卡的境外生，被排除在外。至少六千名的陸生、未申領居留證或健保卡的境外生、及等待領取證件的新生，都是在台灣社會中共同生活的社會成員。在校園中的共同學習與生活，在社會中的流動與接觸，都不會因國籍和身分證件不同而有所差異。對這些境外生疫苗接種的排除，對於校園防疫、對建立全社會的免疫保護力，都有明顯的損害。

因此我們呼籲教育部、衛福部與陸委會積極協調，以專案或學校造冊的方式，讓無居留證或健保卡的境外生可登記疫苗施打。不要讓境外生成為防疫漏洞，將共同生活的社會成員納入防疫圈，才能確實提升整個社會的免疫力。

On July 13, the Ministry of Health and Welfare (MOHW) launched a new online registration system for vaccination willingness. For foreigners to register in this system, in the instruction from the Central Epidemic Command Center, both Alien Residence Certificate (ARC) and National Health Insurance (NHI) are required. Most of the international students in Taiwan do not have any hindrances when registering under these requirements. However, some are left out. ①All Mainland Chinese students who do not possess ARC and NHI due to restrictions from legislation, ②international students who still have not claimed these documents, and ③newcomer students, cannot register in this current system. Taiwan International Student Movement (TISM) believes that an omission was made by the MOHW for missing out a portion of the international students in Taiwan in this vaccination registration scheme. This thereby compromises the rights of international students, and furthermore, may create a loophole for the disease prevention scheme of the whole society we live in.

The "free COVID-19 vaccination scheme" made by the MOHW on June 7 aims to establish the immunity for the whole society. Yet, leaving out some students in the registration system made that wish impossible: nearly 6,000 Mainland Chinese Students, international students who still have not claimed these documents and newcomers are all members of the society we live in. To be further, nationality and documentation make no difference in their participation in everyday life on or outside the campuses. Consequently, the exclusion can be toxic, both to the disease prevention on the campuses or of the whole society.

Here, we call on the Ministry of Education (MOE), the MOHW and the Mainland Affairs Council to proactively coordinate this vaccination registration scheme for the international students without ARC or NHI, via either special projects or “tabulation”. These students should not, and cannot be left out: they are too vulnerable to be the loopholes for COVID prevention. We believe that not a single member of the society can be left out in the disease prevention scheme, so as to achieve the immunity of the whole society.
