inesei@lehigh.edu ABSTRACT: Electric power in the United States is a
complex network of generation and delivery technologies owned, managed, and
regulated by a wide range of stakeholders. This system is shaped by diverse
drivers encompassing cost, environmental and public health impacts, and
increased needs for availability and reliability. The stakeholders managing the
electric power system are also numerous and diverse: power companies,
customers, policymakers at multiple levels, regulators, market operators,
investors, and insurance companies.
While drivers and stakeholder needs have been studied individually in depth, what is
comparatively lacking is a robust, holistic framework for understanding and
balancing priorities for the electric power system. Framing these priorities in
terms of “sustainability” enables a context in which different stakeholders can
reach consensus. Sustainability entails achieving cost-effective production of
electricity, meeting environmental and public health goals, while deploying a
generation portfolio that is energetically efficient, highly reliable, available,
and flexible. Considering the essential role of electricity, this
sustainability must be met indefinitely.
The disparate criteria constituting sustainability often result in conflicting
priorities. Therefore, balancing and resolving these conflicts is a principal
problem for policymakers in making the value judgments inherent in developing
legislation and policies.
