Goal 18: Coordinate transportation options and land use decision-making for enhanced livability 


As we close Phase 2 of the Plan Tucson update, we’d like to hear from you!   

Since Fall 2022, Working Groups and the Plan Tucson Team have been working on the goals and policies for the general plan. The Plan Tucson Team reviewed all the policies that were drafted throughout working groups along with the feedback to identify redundancy and refine the 327 policies created into 180 policies.   

You can find the full list of policies broken up by goal that were presented in April and May and a spreadsheet showing how the 327 policies were merged and revised into 180 policies.  

All policies have been placed onto one list and currently have a reference number (bolded number) for organizational purposes. Many policies appear in more than one of the 20 goals.  

As we continue drafting, we are asking for you to review the work completed so far and share how well the policies support the goal and identify if anything was removed during the refinement process that you think is important.   

Each goal has its own survey, please respond to as many or as few of the goals as you would like by August 8th

Goal 18: Coordinate transportation options and land use decision-making for enhanced livability 


41: Evaluate City programs through an equity lens to ensure they benefit vulnerable populations and areas of historic disinvestment (also appears in all goals)  

19: Develop City-wide procurement and operations policies and processes to improve efficiencies and reflect the City’s climate action and resilience priorities (also appears in goal 3) 

20: Invest in maintenance facilities and infrastructure to transition agency fleets to be the lowest carbon footprint options available (also appears in goal 7) 

29: Support programs and developments that will provide all populations with equitable access to critical, general, recreation, and entertainment services, including childcare and healthcare, and other community facilities, such as libraries, community centers, and green space (also appears in goals 8, 19) 

30: Develop safe, convenient, connected and sustainable mobility options in alignment with the Complete Streets design guidelines (also appears in goals 4, 18) 

32: Support policies and initiatives to develop a coordinated, multi-modal transportation system that improves the efficiency, safety, and reliability of transporting people and goods in and outside of the region (also appears in goals 11, 16, 18) 

33: Create and maintain connected, city-wide bicycle and pedestrian infrastructure supported by a high-quality, frequent transit network and adequate landscape design that increase shade and reduces heat (also appears in goals 5, 14, 16, 18) 

40: Expand public infrastructure and facilities to provide equitable access to employment, education, services, and resources that prioritize connecting historically disinvested communities and alleviate household transportation costs (also appears in goals 2, 5, 18) 

80: Prioritize improvements to existing infrastructure, with public investments focused on enhancements in developed areas and neighborhoods to maintain and upgrade important features effectively (also appears in goals 2, 16, 19) 

84: Preserve and restore existing infrastructure, and consider adaptive reuse in future projects  

85: Continue to expand and diversify funding mechanisms for the repair, upgrade, maintenance, operations, and service expansion of public infrastructure and facilities (also appears in goal 16) 

86: Expand the use of proven technologies and services for public infrastructure and facilities 

97: Reduce heat absorbent surfaces and materials to mitigate the urban heat effect (also appears in goal 3) 

106: Assess, prepare and mitigate the effects of climate change on City infrastructure, facilities, and operations (also appears in goal 4) 

158: Implement transportation demand management strategies, such as flexible work hours, vanpools, and other strategies 

163: Develop and enhance transportation infrastructure and public infrastructure to increase our community’s resilience to extreme heat, extreme drought, flooding, fire and all emergencies (also appears in goal 3) 

176: Use Office of Equity tools [Equity Priority Index] to prioritize investment while implementing strategies to mitigate displacement (also appears in goals 2, 5, 16, 19, 20)
