Comprehensive Plan Draft Comments 

The U.S. Department of Housing and Urban Development (HUD) has announced a historic amount of funding available to address unsheltered homelessness and rural homelessness. HUD released the 2022 Continuum of Care (CoC) Supplemental Notice of Funding Opportunity (NOFO) to Address Unsheltered and Rural Homelessness (FR-6500-N-25S), or “Supplemental NOFO.” This NOFO will fund permanent housing and services, and it encourages partnerships between homeless services, people with lived experience of homelessness, housing resources, and healthcare resources.

To be considered for funding, Project Applications must be submitted to a Continuum of Care (CoC) and be included in the CoC Priority Listing and submitted with the CoC’s application to HUD. Texas Homeless Network (THN) is the Collaborative Applicant for the Texas Balance of State Continuum of Care (TX BoS CoC) and will administer the competitive application process. 

The Supplemental NOFO requires CoCs to develop a Comprehensive CoC Plan to Serve Individuals and Families Experiencing Homelessness with Severe Service Needs (NOFO Section VII.B.4., p. 46-53). And Project Applications must demonstrate how projects are consistent with the priorities in the CoC Plan.

THN has released a draft of the Texas Balance of State CoC Plan. This document is based on feedback from community input sessions, CoC surveys, and conversations with CoC Members,  THN staff need additional input to complete the CoC Plan to Serve Individuals and Households With Severe Service Needs. 

We are seeking feedback on all sections of the plan, and have specific questions on certain sections.
