Today, more than ever, some kind of postsecondary credential - a one year certificate, an associate’s degree or a bachelor’s degree - is critical to access living wage jobs. Unfortunately, postsecondary education remains out of reach for many students. In King County, rates of postsecondary attainment are especially low for low-income young people, Black and Latino young people and for other historically underserved populations. Major barriers include college affordability and the complexity of the process, often requiring additional support navigating the path from high school to college completion.

The King County Promise is meant to make college more affordable, more accessible, and to address system barriers that currently make it difficult for students of color, low income students and other historically underserved student groups to reach their postsecondary goals. The model includes:
- A supplemental grant to help young people with the greatest financial need cover living expenses and other costs of attendance (transportation, etc.),
- High quality support services to help historically underserved students navigate from high school to and through college and to help students who may have dropped out or not continued on to college get “back on track” to a credential, and
- Deep systems alignment and coordination work to streamline K-12 to college transitions.
