2024 PEN 2 Landowner Outreach Survey

Thank you for your interest in sharing information to help inform the design of the US Army Corps of Engineers Portland Metro Levee System (PMLS) project. You should have received a letter in the mail and possibly an email with more information about the project and timeline. If you did not receive a letter from Peninsula Drainage District #2 regarding the PMLS project and do not own property along the local levee system, please do not complete this survey.

Property Information

Please choose the option that best describes your property from the dropdown below.

*
Please think about how your property adjoins the public right-of-way and road as you answer the following questions.

Does the front of your property slope up or down toward the public right-of-way/road?
*
Do you have any accessibility features (e.g., ramps, handrails) in front of your property that you would like preserved?
*
Do you have any concerns about or challenges with the way your property interfaces with the public right-of-way and road?
*
Have you had any drainage issues on your property?
*
Is there anything else you would like to share about the slope of your property and how it interacts with the public right-of-way?
*
If you can, please attached photos of the front of your property and any of the features you described above to the following email:

email it to us at: amoulton@mcdd.org
Is there anything on your property or in the adjacent right-of-way that we should be aware of? Potential examples include current or planned hedges, plantings, artwork, electric vehicle charging stations, public bike shares, access ramps and trash facilities for marinas, parking lots, etc.)
*
Thinking about when the levee is raised:

What are your primary concerns in relation to your property
*
Do you have any ideas or suggestions related to grading and connections to the front of your property *
It may be necessary to step the grade up or down from the road to your property. If so, would you been more excited about storm drainages, or green infrastructure opportunities such as bioswales?

*
We understand there are questions and concerns about parking, emergency vehicle access, sidewalks, bike lanes, and more. As a special district that operates and maintains levees and associated drainage systems, our authority is narrow and very specific. That said, we are coordinating with the City of Portland around potential enhancements and upgrades to pursue alongside the levee improvements. What potential neighborhood improvements are most important to you and why?
*
We understand there is a unique character in this area of Portland, which we want to preserve while also recognizing that the properties on top of and near the levees present some inherent flood safety risks and constraints when levee improvements are needed. What would you say is most important to you about the look and feel of your street?
*
Is there anything else you would like to share related to your property or neighborhood?
