DESCRIPTION: The New York State FY21 Budget enacted in April 2020 made sweeping changes in Medicaid rules affecting seniors and people with disabilities, starting January 2021. This is an interactive learning opportunity to understand the requirements for the new Medicaid "lookback", learn the exceptions to the "transfer of asset" penalties for those clients who transferred assets during the lookback period, explore the new assessment process for Managed Long Term-Care Plans (MLTCP) and Human Resources Administration (HRA) CASA to authorize personal care and Consumer-directed Personal Assistance Program (CDPAP), and strategies to maximize hours and to request increases in hours effectively.
