IMPORTANT: The seminar registration fee needs to be paid to GM Melik Khachiyan's Academy (link above).
Do NOT pay the seminar fee to FIDE. 
You will only need to pay the title fee to FIDE, but that comes only after the FIDE Council approves the titles.
