Open Streets: Restaurants Vanderbilt Avenue owner survey
The City of New York is sponsoring a program from now through October 31 which provides for closing of streets to create additional space for outdoor restaurant dining on Friday evenings, and weekend afternoons and evenings. The Prospect Heights Neighborhood Development Council (www.phndc.org) is sponsoring Vanderbilt Avenue between Pacific Street and Park Place being included in this program. Under the NYC Open Streets: Restaurants program, restaurants are allowed to serve diners seated in the roadway directly in front of their place of business, while maintaining a clear path of 15' for emergency use. We estimate this would create an additional 7.5' of seating area beyond the 8' currently available for use in the parking lane under the NYC Open Restaurants program. Would your business be interested in participating in this program?
Siting requirements *
In order to participate, your business must comply with the siting requirements of the NYC Open Restaurants program (available at https://www1.nyc.gov/html/dot/html/pedestrians/openrestaurants.shtml#siting). Is your restaurant able to comply?
Service area
Your service area may not exceed the width of your location's frontage. It may extend only as far as approved by the Department of Transportation under this program (we estimate this will be about 15.5' from the curb for most businesses on Vanderbilt Avenue), and must be delineated by a barrier element. Set up and break down *
The program would operate on Fridays from 5PM to 11PM, and on Saturdays and Sundays from 12PM to 11PM. As a participant, your business would be responsible for setting up its tables and chairs one hour before the start time, and removing them within one hour following the end time. Your break down would also include removal of all trash and debris from the roadway and sidewalk dining areas. Are you able to assign staff to comply with these requirements?

Street cleaning following closing *
In addition to cleaning their roadway and sidewalk service areas, restaurants participating in the program on a given block must also work together to ensure all areas of the street are free of litter before the end of the break down. Is your business able to assign staff for this activity during each day's closing?
Block coordination *
Are you able to help coordinate the participation of other businesses on your block in the program during operating hours? Coordination would include directing the placement and removal of barricades, and directing the clean up of the street after closing.
Final plan for street service
If Vanderbilt Avenue is approved for the program, the final configuration of the street will be determined by the NYC Department of Transportation and the FDNY. The configuration may affect which restaurants are able to participate. Although we will try to make participation available to as many restaurants as possible, we can't be certain every restaurant will be eligible due to the requirements for emergency access.
