Abstract: To satisfy the need of basic expenditure when facing negative events in life which reducing income, agricultural households usually implement risk management strategies such as saving, buying insurance, participating in support network. This research uses multivariate probit model and VHLSS 2018 data to analyse the impact of asset, income, shocks and demographic characteristics on agricultural households’ choices of risk management strategies in Mekong Delta, Viet Nam. The results show that most of factors affect risk management behavior of agricultural households, among which education level of household head, asset and location of household have strong influence on all choices of strategies. Besides, based on multivariate probit, the research carries out Propensity Score Matching method to compare basic spending between agricultural households performing and not performing risk management strategies. In general, performing such strategies does not reduce their expenditure, but to a certain extent, it can help to raise expenditure. From the research’s findings, some policies to improve the capacity of managing risks are figured out, including developing microfinance, especially microsaving, increasing using medical insurance through raising support level and changing household’s awareness, developing hi-tech agriculture to improve income.

Tóm tắt: Để đảm bảo nhu cầu chi tiêu thiết yếu khi gặp phải những cú sốc gây sụt giảm thu nhập, hộ thường thực hiện các chiến lược dự phòng rủi ro như tiết kiệm, mua bảo hiểm hoặc tham gia vào mạng lưới tương hỗ. Nghiên cứu sử dụng mô hình probit đa biến và bộ dữ liệu điều tra VHLSS 2018 để phân tích ảnh hưởng của tài sản, thu nhập, sự trải nghiệm các cú sốc và các đặc điểm nhân khẩu đến việc lựa chọn các chiến lược dự phòng rủi ro nói trên của nông hộ ở đồng bằng Sông Cửu Long (ĐBSCL). Kết quả  nghiên cứu cho thấy các yếu tố đều có tác động đến hành vi dự phòng rủi ro của nông hộ, trong đó trình độ học vấn của chủ hộ, tài sản và địa bàn sinh sống có tác động đến tất cả các lựa chọn chiến lược dự phòng. Ngoài ra, dựa trên mô hình probit ước lượng được, nghiên cứu còn thực hiện phương pháp ghép điểm xu hướng (PSM) để so sánh một số khoản mục chi tiêu thường xuyên giữa các hộ có và không có thực hiện các chiến lược. Nhìn chung, việc áp dụng các chiến lược dự phòng không làm giảm mà ngược lại còn góp phần tăng mức chi tiêu thường xuyên của hộ. Trên cơ sở phân tích thực trạng áp dụng các chiến lược dự phòng rủi ro và tác dụng của chiến lược, một số gợi ý chính sách nhằm tăng cường khả năng ứng phó rủi ro của các nông hộ được đề xuất gồm có: đẩy mạnh tài chính vi mô, đặc biệt là tiết kiệm vi mô, tăng mức độ bao phủ bảo hiểm y tế thông qua tăng mức hỗ trợ mua bảo hiểm và thay đổi nhận thức của nông hộ, tạo điều kiện thuận lợi để phát triển bảo hiểm nông nghiệp, phát triển nông nghiệp công nghệ cao để tăng thu nhập và khả năng dự phòng rủi ro.

About the presenter: Ms Hien is a Master of Development Economics, graduated from The University of Queensland, Australia in 2015. She is currently a lecturer at Economics Faculty, The University of Economics, HCM City. She is also a PhD student in the Joint Doctorate Program (JDP) offered by University of Economics Ho Chi Minh City (UEH) and the International Institute of Social Studies, Erasmus University Rotterdam (EUR). Ms Hien’s research interests are: Microfinance, Household Behaviour, Health Economics.
