Senate Bill 5878 was passed in March 2022 by an overwhelming majority in the Washington Legislature. The Bill specifically notes that many schools are not adequately providing a range of Arts instruction to the youngest learners.
The Bill states: "The evidence of the multiple benefits of arts education is voluminous and undeniable. The arts are not only a vehicle for doing better at other subjects; they have immense value in their own right and should be taught as stand-alone disciplines, the way our laws and policies are written."
It also specifies that the Arts are to be taught by qualified specialists, during regular school hours.

Northshore School District has not had certified visual arts instructors in the elementary school classroom since 1967.
