VENDOR REQUIREMENTS AND RESTRICTIONS
LOCAL: All products must be grown or produced by the vendor within 100 miles of La Crosse.
Nuts & grains, if cultivated, will be from trees, seeds, transplants or cuttings cultivated by the vendor.
Bedding plants and annual herb plants must be grown from seed by the vendor.
Perennial plants must be grown by the vendor from purchased seedlings, cuttings, or bare rootstock and may not be sold in the containers in which they were purchased.
Fresh cut flowers and ornamentals must be grown for at least the current season or wild gathered by the vendor.
Baked goods must be made from scratch (no pre-made doughs, batters or dry ingredient mixes).
For craft items, the board reserves the right to approve or disapprove products of a craft-like nature, which are inappropriate for the market.

RESALE: Reselling wholesale or homegrown products is not permitted. You may only sell what you make or grow. Purchasing, trading, or bartering of any crop or product with the intent of reselling at the Winter Market is strictly prohibited.

INSPECTIONS: The La Crosse Farmers Market Association reserves the right to inspect any member operation as often as needed throughout the season including purchasing records (seed receipts).

LICENSES: Members who vend at the Winter Market must have available for inspection at each Market by the Market Manager or the public any licenses or permits required for any product(s) they sell. Vendors are responsible for obtaining all licenses and permits required to sell their products at the market.

ORDINANCES: All products must be held and dispensed under clean and sanitary conditions in accordance with La Crosse County Health Department regulations.

PRICING: All produce to be sold in the Market will be sold by legal weights and measures, and prices must be clearly marked.

VENDING STALLS: Vendors must clean up their sales area completely before leaving and haul the trash, compost, and recyclables away. Vendors will not use the trash receptacles provided by the Center.

ORGANIC: All items sold as organic must meet the requirements of the National Organic Program. Members selling organic items must have a copy of organic certification from an independent certifying organization with them at the market. Signage for Organic products must be on their own sign. ORGANIC SIGNAGE CANNOT INCLUDE NON-ORGANIC PRODUCTS.

CERTIFIED NATURALLY GROWN: All items sold as naturally grown must meet the requirements of the Certified Naturally Grown Program. Members selling naturally grown items must have a copy of certification from an independent certifying organization with them at the market. Signage for naturally grown products must be on their own sign. CERTIFIED NATURALLY GROWN SIGNAGE CANNOT INCLUDE NON-NATURALLY GROWN PRODUCTS.

INSURANCE: Vendors are responsible for their own personal liability and product liability insurance. The Market encourages vendors to obtain personal liability insurance and to inform the market of their carrier.

SUBLETTING: Vendors may not sell or sublet their stalls. This means you may not allow a friend, relative or another grower to use your stall(s) when you are not using them.

MARKET SET-UP

Vendors may begin setting up at 730 am, 1.5 hours before the market opens. Set up can be done through any of the doors to the Radisson Ballroom Center. Vendors will be notified in advance of the first market of their stall location and should see the Market Manager to be directed to their stall on the first market day.

VENDOR STALLS
Each stall will be comprised of 10 feet of frontage (stalls may vary depending on the number of vendors signed up on a market day). Double stall spaces are $40 total, and are limited. Please indicate in your application if you are interested in 2 stalls.

NOTE: We can supply vendors with tables and chairs. Please indicate your needs in that specific section of the application.

PARKING
There are FREE parking places in the 2 parking ramps across the street to the East and South of the center and there is some on street parking, but only for 2 hours. You can use the street area to pull up and unload and then move your vehicles to the ramp once unloaded to make room for customer parking on the street.

ATTENDANCE
To aid in assigning stalls, please notify Market Manager if you do not plan to be at the next market. If you miss two consecutive market weeks, you MUST notify the Market Manager by 4pm on the Saturday before the market that you will be there or your spot may be given to someone else that week. ENFORCEMENT OF MARKET POLICIES AND RULES
All persons who sell in the Market will be asked to complete the market application form prior to selling at the Market. The application will constitute an agreement between sellers and the Market to abide by the policies and rules governing the Winter Farmers Market. Should any questions arise regarding the observance of Market policies and rules, the Market Manager will review the questions and if necessary bring the information to the Market governing board. The governing board shall consist of representatives from the vendors and sponsoring organizations. Vendors who do not adhere to these rules and policies will lose their stall and not be asked to return the following year.

LAWS AND REGULATIONS
Vendor warrants that to the best of their knowledge the information they have provided in this application and in any attachments made hereto is accurate, that their business is fully compliant with all relevant federal, state, and local regulations, and that they have applied for and obtained any necessary permits, licenses, and insurance required to conduct business at the Winter Farmers Market.

COVID 19 GUIDELINES
• Stay home if you have symptoms

• Actively monitor your staff for symptoms of Covid-19. Do NOT attend market if symptomatic.

• Include hand sanitizer stations at your booth space for personal use.

• If possible, sanitize between handling money and food products.

• Vendors MUST wash hands after eating or bathroom use.

MARKET FEES
Membership Fees: Membership is required to vend homemade or homegrown products at the Winter Market. Each member business or farm shall have one vote within the membership and will designate one individual as the voting member. All new members are subject to approval by the La Crosse Farmers Market Association Board of Directors.

• The $25.00 annual membership fee gives one designated individual voting right and eligibility to run for the board of directors. Summer market vendors have already paid the annual membership fee for 2022 and are NOT required to pay it again to participate in the Winter Market.

Vending Fees: Vending fees are based on expenses such as liability insurance, management, promotion, advertising, and facility costs. In order to increase vendor accountability, 4 markets are to be paid upfront = (4x20 = $80) for one stall, double stalls 4x40=$160. All fees are non-refundable.

• Stall Fee: $20 per market day; $20 for a second stall; fees for additional market vending days (if vending more than 4 days) will be paid upon arrival/check in to Market Manager.

Application Deadline: Friday Oct 21nd. Board will meet Oct 24th for approval meeting. Responses can be expected Oct. 26th.
