Alumni Biographies
Frenki Kozeli is a Senior Business Development Manager in Chemonics’ Europe and Eurasia regional business unit, focusing on designing new projects for USAID funding. She specializes proposal writing and field research for economic growth, agribusiness competitiveness, and financial reform development projects. Frenki has conducted research assignment, recruiting efforts, and sector assessments in Ukraine, Cyprus, Macedonia, Georgia, Armenia, Azerbaijan, the Kyrgyz Republic, Uzbekistan, and Tajikistan. She also has prior experience working on Chemonics’ economic growth and trade technical practice and on project management teams, where she focused on knowledge management, communications, designing trainings, and backstopping active field projects. Prior to Chemonics, Frenki interned with the State Department and the Helsinki Commission, focusing on Europe and Eurasia economic and political affairs. At UMD, Frenki double majored in Economics and Government & Politics, and was a Global Semester Fellow and Teaching Assistant.

Victoria Yepez is with Chemonics International as a Project Management Unit Associate within the Latin America & the Caribbean Region. Her current portfolio includes two USAID projects in Peru and Mexico that aim to build the capacity of public officials and local government to fight corruption and enact human rights policy. Prior to Chemonics, Victoria designed a randomized control trial for ProMujer Argentina, collaborated with the Centro de Estudios Espinosa Yglesias in Mexico to research labor mobility patterns for women in Mexico, and co-lead gender mainstreaming work for the World Resources Institute’s Cities Program. She is also passionate about gender disaggregation in social science, inclusive urban development, and development ethics. Victoria has a Master of Public Policy from the University of Maryland College Park, with a focus in Social Policy, and a B.S. in Geographical Sciences. She was a Global Fellow in the Responses to Global Challenges concentration, and served as a Graduate Assistant for the program.
