내성천 하늘을 날아오르다 

내성천 제비숙영지 ‘6년의 기록’을 담은 다큐멘터리 내성천 하늘을 날아오르다(40분) 가 전주 국제 영화제에 초대되었습니다.

제비가 올라오는 4월부터 제비가 떠나는 10월말까지 내성천 유역을 찾아오는 제비와 제비숙영지를 지키기 위해 활동하는 친구들의 이야기를 담았으며, 제비교육을 진행하는 초등생의 교육자료로 쓸 수 있기를 바라며 40분의 단편으로 작업했습니다. 

사람의 마을에 찾아와 집을 짓고 새끼를 키우는 제비가 우리의 환경과 생활방식 변화로  이 땅에서 점점 자취를 감추고 있다는 것은 우리 모두가 알고 있는 사실입니다. 환경부는 2010년부터 제비를 기후위기환경지표종으로 지정하고 해마다 전국 단위의 제비 서식실태를 조사하고 있으며, 2022년에는 제비의 개체수가 18년 전에 비해 100분의 1로 줄었다는 보고서가 나온 바 있습니다. 국립생태원에서는 ‘인간활동 변화가 제비에 미치는 영향 및 보전연구’를 지난 2년간 추진한 바 있으며 문화재청은 개체수 감소에 대한 대안으로 제비 서식지에 대한 천연보호구역 설정을 검토한 바 있습니다.

그러나 정작 해방 후 처음 발견된 10만 마리의 제비가 잠자는 숲을 무너뜨리고 제비숙영지를 기록에서 지우는 작업에는 아무런 거리낌이 없으며, 환경연합 박창근을 위원장으로 메이저 환경단체( 녹색연합 생태지평 생명그믈 등 )가 참여한 영주댐 협의체가 발족 된 후, 가장 먼저 한 일은 제비 숙영지를 깊은 물속에 잠그는 일이었고, 완공 후 5년이 지나도록 준공조차 하고 있지 못하고 있는 영주댐의 부실을 똥 덮듯 덮는 일이었습니다. 그러하기에 ‘내성천 하늘을 날아오르다’는 내성천에서 살고 있는 생명붙이들의 목록을 기록에서 지워가는 은밀한 작업들과 환경문제의 구조적 실상을 알리고 내성천의 회복을 위해 우리가 할 수 있는 일이 무엇인지 함께 고민하기 위하여 만들었졌습니다. 

아무도 눈여겨보지 않는 내성천의 한 모퉁이를 지키기 위해  저는  15년이라는 시간을  보냈습니다.

내성천의 친구들과 영주댐 중지가처분 소송과 철거 소송의 선정당사자로 내성천의 가치를 지키기 위하여 직접 소장을 쓰고 변론했으며, 매달 내성천의 변화를 기록하고 내성천의친구들과 생태조사를 진행했습니다. 아픔의 땅이었기에 서성이는 발걸음으로 작은 중고캠을 들고 강에 나가 촬영을 했고, 낮은 책상머리에 앉아 노트북으로 영상을 편집을 했습니다. 어설프고 기술적인 문제가 많이 드러나지만 내성천의 아픔과 내성천의 희망을 조심스럽게 담았기에 날아의 영상은 고요하고 선율은 아름답습니다.

비록 이 땅에서 생태와 환경이라는 화두를 꺼내는 것이 성긴 소쿠리에 물을 담는 일과 같아 소쿠리는 늘 비게 되지만 새어나간 물에 젖는 땅에 생명이 싹트리라는 것을 의심해 본 일은 없었습니다. 

비록 한 방울의 물이라도 이 흐름에 함께하여 주시기를 바라며 내성천 제비숙영지 보호구역지정 추진을 위한 홍보를 위하여 공동체 상영에 대한 안내문을 올립니다.

Swallows flying over the Naeseong River

A documentary about the 'six-year record' of the Naeseong River Swallow Sanctuary,Swallows flying over the Naeseong River (40 minutes), was invited to the Jeonju International Film Festival.

The film tells the story of the swallows that visit the Naeseong River basin from April when the swallows arrive to the end of October when they leave, and the friends who work to protect the swallow camp. We worked on a 40-minute short film with the hope that it could be used as an educational material for elementary school students who are educating swallows.

We all know that swallows, which come to our villages to build their homes and raise their young, are disappearing from our land due to changes in our environment and lifestyles. In 2022, it was reported that the swallow population was one in 100 compared to 18 years ago, and the Ministry of Environment has designated the swallow as a climate crisis environmental indicator species since 2010 and conducts a nationwide survey every year. The National Ecology Centre has been conducting a study on the impact of human activity changes on swallows and their conservation for the past two years, and the Cultural Heritage Administration has considered establishing natural reserves for swallow colonies as an alternative to the population decline.

But that doesn't stop them from destroying the forest where the first 100,000 swallows found after the liberation were sleeping and erasing the swallows' nesting grounds from the records, and the first thing the Yeongju Dam Council, chaired by Park Chang-geun of the Green Alliance and including major environmental organisations such as Ecological Horizon Life Group, did was to submerge the swallows' nesting grounds under deep water, covering up the failure of the Yeongju Dam, which hasn't even been completed five years after it was built. That's why we created Flying Over Naeseongcheon to expose the secretive work of erasing the list of creatures living in Naeseongcheon from the record, to reveal the structural reality of the environmental problem, and to consider what we can do to restore Naeseongcheon.

Jiyul has spent 15 years protecting a corner of the Inner Stream that no one pays attention to.

As a selected party in the dam suspension and demolition lawsuit with the Friends of Naesung River, he wrote and defended the lawsuit himself to protect the value of Naeseong River, and recorded the changes of Naesung River every month and conducted ecological research with the Friends of Naesung River. As it was a land of pain, he took a small second-hand camera with him to the river to film, sitting at a low desk and editing the footage on his laptop. The footage is clumsy and full of technical problems, but it is serene and melodious because it carefully captures the pain and hope of Naeseong River, Even though bringing up the topic of ecology and the environment in this land is like trying to hold water in a colander, and the colander will always be empty, I have never doubted that life springs up in the land that is soaked by the leaked water.

3. Free screening for educational institutions (example): Minimum attendance of 15-20 people (please contact us if you can't meet 20 people)

- Screenings at gatherings of 15-20 or more people

- Screenings at religious organisations such as churches, cathedrals, temples, etc.
