Open Communities Alliance's bylaws provide that OCA's coalition shall elect 20% of the Governance Board members. The members of the Governance Board:

- Contribute to developing organizational strategy;
- Provide oversight;
- Ensure accountability, and
- Attend quarterly Governance Board meetings.

In addition, Coalition representatives to the Governance Board are encouraged to play an active role in the operations and direction of the Coalition.
