Law 12 Handling
The purpose of this review is to go over each of the Law 12 change on Handling to provide some clarity so we are consistent in applying the law.  

I will be adding my own personal opinions on how I believe we should apply the laws.  I would also like to have you respond with any questions, opinions and your suggestions.

Handball - For the purposes of determining handball offences, the upper boundary of the arm is in line with the bottom of the armpit.
LAW 12 - Handling the ball (Introduction)
EXPLANATION
Handball text re-written for greater clarity/consistency with clear guidelines for when ‘non-deliberate’ handball should (and should not) be penalized.

LAW
1. Direct free kick
A direct free kick is awarded if a player commits any of the following offences:
• a handball offence (except for the goalkeeper within their penalty area)

OPINION
Law 12's section on "Handling the ball" has definitely changed, however after reviewing it there are only slight changes to clarify the law.  

The law now includes the word "handball," so you can now refer to it as "handling" or "handball."  So spectators will now be using the correct terminology when they yell "HANDBALL."  You will still have to decide if they are correct or not.

LAW 12 - Handling the ball (Part 1)
I want to take a different approach than the LAW here and start with what is NOT considered handling or a handball offence.  This is very consistent with how we approached it with the goal of more clarity.

LAW
..., it is not an offence if the ball touches a player’s hand/arm:  
• directly from the player’s own head or body (including the foot)  
• directly from the head or body (including the foot) of another player who is close
• if the hand/arm is close to the body and does not make the body unnaturally bigger
• when a player falls and the hand/arm is between the body and the ground to support the body, but not extended laterally* or vertically away from the body

* laterally - extend sideways, away from the body


LAW 12 - Handling the ball (Part 2)
“What we are looking at particularly in attacking situations is where the player gets a clear unfair advantage by gaining possession or control of the ball, as a result of it making contact with their hand or arm.”  - David Elleray, IFAB Technical Director

EXPLANATION
• football does not accept a goal being scored by a hand/arm (even if accidental)
• football expects a player to be penalized for handball if they gain possession/control of the ball from their hand/arm and gain a major advantage e.g. score or create a goal-scoring opportunity

LAW
It is an offence if a player:  
• deliberately touches the ball with their hand/arm, including moving the hand/arm towards the ball
• scores in the opponents’ goal directly from their hand/arm, even if accidental, including by the goalkeeper
• after the ball has touched their or a team-mate’s hand/arm, even if accidental, immediately:
    • scores in the opponents’ goal  
    • creates a goal-scoring opportunity

LAW
It is an offence if a player:  
• touches the ball with their hand/arm when:
    • the hand/arm has made their body unnaturally bigger
    • the hand/arm is above/beyond their shoulder level (unless the player deliberately plays the ball which then touches their hand/arm)

The above offences apply even if the ball touches a player’s hand/arm directly from the head or body (including the foot) of another player who is close.


LAW 12 - Handling the ball (Summary)
There are 4 things to consider in deciding whether there is a handling infraction:
1. Was it deliberate?  Yes = HANDBALL
2. Was an immediate goal or goal scoring opportunity created?  Yes = HANDBALL
3. Did the player make themselves unnaturally bigger? Yes = HANDBALL
    o    Did the player touch the ball, that was played from another player, with their hand/arm that is above or beyond their shoulder level? Yes = HANDBALL
