This bill expands eligibility for driver's licenses to additional Arkansans who don’t currently qualify.
Currently, Arkansas law permits certain non-citizens to obtain a driver’s license with required documentation and renewal periods. This bill clarifies and extends eligibility to additional non-citizens who provide documentation of their identity, Arkansas residency, and taxpayer status through an ITIN and three years of taxpayer history.
This bill is needed for two main reasons:
1) Having additional licensed drivers improves public safety for the community and for law enforcement.
2) Employers need employees to be able to travel quickly and safely to and from work everyday.
This bill only extends eligibility to non-citizens who are able to provide legal documentation of their identity, their Arkansas residency, and their valid tax history through an ITIN and 3 years of taxpayer history.
There are 18 states + DC that have a similar laws in the books.

Minnesota has their DL bill going to their Governors Desk as it passed the Senate 02/22/23
