RIWG formed in 2019 to advocate for ways to improve the experience for neighbours of infill construction. This resulted in a Council's Urban Planning Committee Motion that Administration engage with us to explore our recommendations.
RIWG conducted the 2020 Neighbours of Infill Survey which was completed by 175 people from 41 mature neighbourhoods. The survey found that 79% of respondents indicated that infill construction activity next to them caused damage or other impacts to their property, including to existing mature development, but also to new infill. RIWG also created a "Building Code Basics" tool and "Tips for Neighbours of Infill" and "Tips for Builders and Owners of Infill" to create awareness of the Provincial Legislation and Municipal Bylaws that infill construction must comply with at all phases of the project.
In 2022 RIWG raised concerns with the Provincial Minister of Municipal affairs about the City of Edmonton's educational approach to applying and enforcing the Building Code as an accredited municipality.
In early 2023 RIWG participated in Residential Infill Construction Safety Stakeholder Workshops with the Industry Stakeholders, the City's Safety Codes Branch Manager, Infill Compliance Team, City Planners, Provincial Safety Codes Council, the Provincial Building Administrator and Occupational Health & Safety and the EFCL.
RIWG is looking beyond good infill construction practices to achieve better infill. We are also advocating for good development regulations in the new Zoning Bylaw being drafted now. We want regulations which would achieve the benefits of higher density while also achieving positive environmental, social and economic outcomes, plus mitigating potential negative impacts to current and future residents.
