Begin your presentation by giving your name and the name of the organization you are representing, if any.

We ask that you adhere to basic standards of propriety and accepted public speech.

Those not meeting this standard will be directed by the Chair to close.

PERSONNEL COMMISSION MEETING GUIDELINES
Except as provided in Sections 54957 and 54957.6 of the Government Code, all meetings of the Commission shall be open to the public and all actions authorized or required by law of the Commission shall be taken at such meetings.

In so far as possible, the agenda for Personnel Commission meetings will be posted on the Commission's official bulletin board and website at least 72 hours prior to regular meetings and 24 hours prior to special meetings.

No action will be taken by the Commission on such matters at a meeting that have not been placed on the agenda.

The Personnel Commission has limited subject matter jurisdiction and may not be the proper forum for certain matters. If the Chair believes that your topic covers a matter not under the subject matter jurisdiction of the Commission, you will be advised of that fact and directed to the proper entity.

The main purpose of the meetings is to conduct the official business of the Personnel Commission as listed on the agenda. Accordingly, the following procedures shall be followed in holding public comment on agenda items:

Any person addressing the Commission shall be recognized by the Chair, and identify themselves by giving their name, the name of the organization they are representing (if any), and the topic or topics of concern.

During public comment, questions are not to be put to individual Commission members or individual staff members.

During public comment, it shall be in order for members of the Personnel Commission to ask questions or make comments in order to clarify the discussion.

Not more than 3 minutes may be allotted to each speaker, and not more than twenty minutes to each subject matter, except by consent of the Personnel Commission or the Chair.

Speakers are not to engage in dialogue with Commission members and staff unless the Commission wishes to address questions to the speakers or request comments from the staff.

Remarks by any person addressing the Commission that reflect adversely upon the political, religious, or economic views, character, or motives of any person are out of order.

Speakers who ask questions may be informed by the Chair that responses will not be forthcoming until after the current Commission meeting and prior to the end of the following Commission meeting matters.
