City of Altoona Comprehensive Plan Survey
The work of visioning our future is continuous. Altoona is attractive to people of all ages and will continue to grow. Our most recent estimates suggest that the City could gain 40,000-45,000 new residents over the next 30 years. A planning effort in 2014 identified several areas where this future growth could occur and in a new effort we are hoping to plan these areas to determine the types of land uses, parks and trails, roadways and infrastructure that will support that growth.

ECONOMY + JOB GROWTH: Altoona continues to see commercial and industrial investment and job growth and competes well with the rest of the Metro area. While local job growth has kept pace with population growth, most Altoona residents in the workforce (87%) commute to jobs elsewhere in the Metro. What type of economic development and business recruitment strategies would you like the community to engage in?  What are we missing?
What other types or specific restaurants, retail shopping, and entertainment businesses would you like to see come to Altoona?
HOUSING: There are approximately 7,300 housing units in Altoona. There is a mix of types with 65% single family detached, 10-15% single family attached and 20-25% multi-family condominiums and apartments. 70% of the housing units are owner occupied and 30% are rental. A review of the housing market suggests that Altoona tracks with the Metro; however, Altoona has some housing gaps in availability for housing below $250,000 and for housing above $500,000. To house the population in future, over the next 30 years an additional 17,000 to 18,000 units could be constructed. What are your thoughts about the mix of housing and housing types currently in Altoona and should we plan a similar mix in the future? What price ranges of housing do you believe Altoona should try to promote?
NEIGHBORHOOD DESIGN: The goals of our neighborhoods are to be strongly diversified in low, medium, and high density residential, along with nodes of neighborhood commercial services connected by pedestrian trails and parks. An example of these types of neighborhoods would be Venbury or Ironwood. Do you like this type of neighborhood design?

PARKS + TRAILS: Altoona has an amazing system of parks and trails that continues to be improved upon. There are roughly 13 acres of park land per thousand people in Altoona, excluding sports complexes and special use parks. We are hoping to create a stronger system of neighborhood open space and trails. The neighborhood model suggests a change that would allow residents easy access to a neighborhood playground and neighborhood park with some trail connectivity. The plan anticipates to create these types of parks (neighborhood parks, sports complexes, and special use parks). Trails for transportation and recreation are a part of Altoona today. We anticipate continuing to build a multi-use path trail system along the major street corridors and along major creeks/drainage ways. In addition, neighborhood trails would help to connect residents to shopping and services as well as parks and regional trails.               How do you feel about  the current parks in Altoona?
