1. What are the states trying to accomplish? How are they planning on achieving this?
2. Explain one of the similarities that most, if not all, of the states who have signed the climate agreement share. (Look at geographical location, voting habits, or education trends) Why might this shared characteristic have led to those states signing on to the agreement? What might be keeping other states from signing on using to the agreement?  
3. Explain three of the complications the states may face heading forward with complying with the agreement.
