【6月4日全球悼念倡议书】

31年前的春夏之交，因为一个人的死，以及在他背后死于专制与腐败的无数人，中国掀起了一场席卷全国的民主运动。当局的回应，是对平民无情的屠杀，和持续31年地全面封杀和篡改这场运动的记忆。

31年后，因为一个医生的死，以及在他背后死于新冠病毒的无数人，中国再次掀起了要求言论自由的呼声。当局的回应，是迅速将死亡与哀悼“收归国有”，封杀一切官方论述外的记忆与伤痛，禁绝一切探究灾难原因的讨论与反思。

历史不断轮回，灾难一再重演，只因专制下人命从不受重视，言论从未有自由。六四屠城 后的隐瞒与灭声，成为了蚕食真相与公义的病毒，让人们只能活在恐惧与扭曲之中。而今席卷全球的疫情显示，这一独裁病毒势将无视国界限制，让全世界的人为其埋单。

由于中国政府的故意隐瞒、信息封锁和误导宣传，导致新冠疫情蔓延全球，迄今已接近500万人感染，30多万人死亡，给全世界无辜人民带来严重的生命、身体、心理伤害，以及巨大的社会与经济损失。

这场席卷全球的疫情，中共责无旁贷：
在去年年底疫情初期，中共只顾着防范言论却不去防范疫情，审查讯息，隐瞒真相，封杀李文亮等医生的预警，使疫情得以广为传播；

在今年一月份病毒已大规模传播后，中共却谎称不会人传人，群众在缺乏防疫意识下把病毒扩散到全世界，而世人却还蒙在鼓里；

在疫情造成中国成千上万人死亡而无法继续隐瞒后，中国才突然采取封城等极端措施，造成恐慌性逃亡和各种次生灾难。当局拒绝估算和面对真实的感染规模和死亡人数，同时绑架、关押报道疫情真相的公民记者，封杀网络的讨论与求救；

新冠病毒在全球爆发后，中共持续散布虚假信息，进行政治宣传，把疫情嫁祸给美国、意大利等国家，以此混淆是非，篡改历史。

这不是中共第一次因为故意隐瞒而把世人的生命置于危险之中。在2003年同样发源于中国的SARS疫情中，中共把疫情隐瞒了三个多月才向世界公开，导致病毒扩散。

中共历年来多次制造人道灾难，却从未被有效制裁。由迫害55万知识分子的“反右运动”、饿死4000万人的大饥荒、2000万人非正常死亡的“十年文革”、关押100万维吾尔人及少数族裔的再教育营，以至 31年前的六四屠城，中共均没有受到任何实质性的惩处。相反，以经济、国家利益为先的国际秩序，往往对中共逼害 “自己人”视若无睹，或只是视作谈判筹码。 这种对恶的纵容是有后果的，这次全球性的疫灾正是明证。

在全球化的今天，中共制造的灾难不会只停留在国境以内。它对自由人权等价值的扭曲，正透过各种宣传机器渗透进世界各地及世卫等国际组织；它对网络言论的管制和操控、对传统媒体的收买，正毒化着全世界的公共讨论；它要求全世界的出版发行部门和学术期刊删去一切不利于中共的内容，否则不让学者们进中国做研究；它强迫全世界的公司按照它的规定称呼台湾，否则不让这些公司与中国做生意。中共正在以全中国的人作人质，胁逼世界跟从它的游戏规则。

若然向往自由的世界公民不联合起来抵挡这种无声的侵略，不去和坚持反抗中共的中国抗争者们并肩而战，让言论自由和民主能真正植根于这片土地，等待我们的同样会是奴役和灾难。

所以，我们向全世界的公民倡议，在6月4日中共以军队扼杀民主诉求的纪念日这天，一起行动：
1. 处于不能进行公众活动的地区的公民，在家里禁食一天，悼念“六四屠城”被中共军队枪杀的学生、平民，悼念因为中共隐瞒疫情、封锁信息而造成的全球疫灾中去世的各国人民。
2. 处于能进行公众活动的地区的公民，一起在本地时间8时于中国驻外机构或其他合适的公共场所点起烛光，并于八时零九分默哀一分钟，悼念死难者的同时，要求中共为全球疫灾问责，并追究六四屠城责任。

全球参与行动的公民们请把参与的照片、视频用 #6431truth 的标签上传到Facebook、Twitter、Instagram等社交媒体，以显示我们共同的力量。

【The June 4th Global Mourning Initiatives】

At the turn of spring and summer 31 years ago, because of the death of Hu Yaobang, and countless others who died as a result of autocratic rule and corruption, a democratic movement that swept the country was set off in China. The authorities' response was a ruthless massacre of civilians, followed by the blockade and the tampering of the memory of the movement that has continued for 31 years.

31 years later, because of the death of Dr. Li Wenliang, and countless others who died as a result of COVID-19, the call for free speech rang aloud once more in China. The authorities’ response is to swiftly take control over dying and mourning, block all memories and grief that are non-official, and ban all discussions that attempt to explore the causes of the disasters.

History repeats relentlessly, and disasters recur again and again, because lives have never been valued by the autocratic regime, and speech has never been free.  The cover-up and silencing after the June 4th massacre has festered into a virus that erodes truth and justice, forcing people to live in fear and distortion. The present global pandemic shows that this “dictator’s virus”  will not be stopped by national border, and will continue to force the people of the world to pay for the wrongs of the dictator.

As a result of the Chinese government’s deliberate concealment, information blockade and misleading propaganda, the coronavirus epidemic has swept the world. To date, nearly 5 million people have been infected, and more than 300,000 have died. The epidemic has brought profound damages to the physical as well as psychological well-being of innocent people in the world, in addition to enormous social and economic losses.
The Chinese Communist Party has the bounden duty to answer to the global pandemic:

During the early stage of the epidemic noted at the end of last year, the Chinese Communist Party was concerned only about guarding against speech and expression, censoring information and covering up the truth, but not the spread of the virus.  With the doctors’ early warning, such as Li Wenliang’s, blocked, the epidemic escalated.

In January this year, even though the virus had already spread far and wide, the Chinese Communist Party still deceptively claimed that there was no risk of human-to-human transmission.  Lacking awareness, people moved around with the virus, but the world was left blindfolded.

After realising that it was impossible to hide the epidemic further as tens of thousands of people had died, China suddenly adopted extreme measures such as citywide lockdown, which then result in panic escape and various secondary disasters.  While refusing to estimate and face the magnitude of the infection and the death tolls, the authorities have instead abducted and arrested citizen journalists who disclosed the truth of the epidemic, and wiped out all online discussions and calls for help.

Despite the global outbreak, the Chinese Communist Party went on to disseminate false information and political propaganda. By shifting blames of the pandemic to countries like the United States and Italy, it works to muddle facts and tamper with history.

This is not the first time the Chinese Communist Party has put the world at risk by intentionally concealing information.  In 2003, it caused the spread of the SARS virus, which also had its origin in China, by hiding the epidemic for more than three months before admitting it to the world.

Over the past years, the Chinese Communist Party has caused multiple counts of humanitarian disasters, but it has never been effectively sanctioned. It has received no punishment for having persecuted 550,000 intellectuals in the “Anti-Rightist Campaign”, for causing the starvation of 40 million people in the Great Famine, the abnormal deaths of another 20 million in the decade-long “Cultural Revolution”, or for confining one million Uighurs and minorities in the re-education camps. Let alone the June 4th massacre that took place 31 years ago. On the contrary, the international order which prioritises economic and state interests has more than often turned a blind eye to the Chinese Communist Party’s persecution of “its own people”, if not using it as a bargaining chip.
There are consequences for conniving with evil, and this global epidemic is proof.

In today's globalized world, the disasters created by the Chinese Communist Party will not stay within its national borders.  

With the help of its many propaganda machines, the Chinese Communist Party is infiltrating the world and the international organisations such as the WHO with the distorted values of freedom and human rights, for instances. It is poisoning the public discussions around the world by controlling and manipulating the online discourses, and through the acquisition of the traditional media. It forces publishers, distributors and academic journals all over the world to delete content it dislikes, and threatens to ban scholars from entering China for research if its commands are not obeyed.  It obliges enterprises around the world to follow its rules in addressing Taiwan, on pain of cutting business ties with China. The Communist Party is using the people of China as hostage, in order to force the world to follow its game rules.

Should the world citizens yearning for freedoms not unite to resist this silent aggression, and not fight alongside the unswerving activists in China, so that free speech and democracy be truly rooted in this land, then what awaits us all will be the same slavery and disasters.  

Henceforth, we call on the world citizens to act together on June 4th, the anniversary of the Chinese Communist Party’s use of military forces to stifle the appeals for democracy:

1. Citizens in places where public actions are impossible may stay home to fast for one day, in commemoration of the students and civilians shot dead by the military forces in the June 4th massacre, and all those who have died in the global pandemic consequential to the Communist Party’s concealment and blockade of information.
2. Citizens in places where public actions are possible may light candles at 8 p.m. outside Chinese agencies or in any other appropriate public venues, and observe a minute of silence at 8:09 p.m., to both commemorate the death and to demand accountability of the Chinese Communist Party for the global epidemic and for the June 4th massacre.
