Remember that a lay delegate must be a member in good standing of the church they represent, both at the time of election and at the time of our district conference. Delegates and alternates must be elected by the local church conference. It is not proper procedure to appoint someone to fill a vacancy at conference time, who was not officially elected by the local church conference. An ordained minister, licensed minister, or ministerial student may not be elected or serve as a lay delegate.
