The East Longmeadow Planning & Community Development Department is in the process of applying for the Local Rapid Recovery Plans program in response to COVID-19 FY 2021. The Goal of the Local Rapid Recovery Planning (LRRP) program is to give every Municipality in Massachusetts the opportunity to develop “Local Rapid Recovery Plans” tailored to the unique economic challenges and immediate COVID-19 impacts that have affected downtowns, town centers and commercial areas throughout Massachusetts.

What are Local Rapid Recovery Plans?

Local Rapid Recovery Plans will focus on understanding and diagnosing the challenges to the Study Area(s) that have emerged as a result of the COVID-19 Pandemic. The goal will be to identify concrete policies and investments in the form of fully formed “projects” that will position participating communities for successful funding applications and leverage additional dollars from public, private, and philanthropic sources towards projects identified in the Local Rapid Recovery Plan. The goal will be to align projects with existing and available public resources to the extent possible.

Local Rapid Recovery Plans will be highly action oriented and seek to help communities develop immediate strategies for short- term recovery. The plans will also tackle medium- and long-term recovery strategies but those will not be the focus planning effort.
