I understand that in British Columbia as of May 19 2020, the COVID-19 regulations for Phase 2 from Dr. Bonnie Henry states that any event or gathering must be less than 50 people in a large facility. The top floor of Rogers Society (including the outside courtyard) has enough square footage to accommodate the Phase 2 requirements. *
