The year is 1796. George Washington is finishing his second and final term as the first President of the United States. The population of the 15 states and the territories is around 3.9 million. As population grows in the Southwest Territory, a referendum (or vote) is held with the majority voting in favor of the territory joining the union as the state of Tennessee.
